The San Diego Transit Corp, notified the City that it will be terminating
ten of its routes, including Route 100, due to its recent financial
setback, as of January 29, 1979. The City of San Diego was paying 750
of the cost of the route and Chula Vista the remaining 250. Chula Vista
was paying about $122,000 for FY79 Route 100 service. SDTC estimated
that 47,000 trips are made in Chula Vista on this route. Council
decided to extend Route 100 service on an interim basis until March 15,
1979, when staff would come back with a definite recommendation regarding
its continuation or termination.
Staff has found that 2-3 Route 100 trips during the peak hours each
weekday is filled to capacity and some even have as many as 10 standees.
On the basis of a survey taken on two peak hour Route 100 trips on
January 10 and 11, we found that about 600 of the 100 riders sampled
would take either Route 32 or 29 buses if Route 100 would be terminated.
30o indicated that they would drive to and. from San Diego and about 100
indicated they had no other means of transportation.
Route 100 currently operates from 6 a.m. to 8 p.m. Monday through
Friday. Fares are: 55G adults, 40~ students, and 25~ elderly and
handicapped.
During the next month, staff will undertake a study to determine as
accurately as possible what the impact would be on the capacity of
Routes 32 and 29 during peak hours if Route 100 was to be terminated.
We will also examine in more detail all feasible alternatives and
associated costs of provision of Route 100 transit service after

FINANCIAL IMPACT
The City's LTF account will finance the entire cost of Route 100 service
for the period of January 29, 1979, to March 18, 1979. The cost is
estimated to be $30,000 for this time period. There will be no
expenditure of City General Funds.
STAFF RECOMMENDATION
Approve amendment to agreement with SDTC to provide Route 100 service
for this interim period.
