BACKGROUND 1. On June 6, 1976 Council adopted Resolution #8190 approving the Regional Air Quality Strategy and Air Management Process. 2. At the meeting of March 14, 1978 Council adopted Resolution #9043 which endorsed the Regional Air Quality Strategy Implementation Program and Tactic T-1 (modified) -- the coordinated Land Use and Transportation actions. 3. The Comprehensive Planning Organization is now requesting the City Council to take official action to implement Resolution #9043 by agreeing to adopt certain Trans- portation Control Measures from the Revised Regional Air Quality Strategy. Specifically, the Council is being asked to adopt an implementation schedule which includes a budgeting of staff and financial resources. 4. Those Regional Air Quality Strategy transportation control measures which staff has recommended for City implementation are listed and analyzed below B. ANALYSIS 1. The Transportation Control Measures Strategy is designed to provide a cooperative process wherein each local agency in the County will retain authority and responsibility to develop its own priorities and levels of commitment to reduce air pollution. This Air Quality Strategy is being proposed for adoption to avoid the costly and disruptive Federal and State mandated measures which have been proposed for this area in the past. 2. STAFF RECOMMENDATION Adopt the attached resolution, Transportation Control Measures (attachment A) and the schedule of staff and financial resources (attachment B) as Chula Vista's commitment to implement the Comprehensive Planning Organization's Revised Regional Air Quality Strategy. Agenda Item No. 9, 9a Meeting of 1/23/79 Page 2 to the California Air Resources Board for inclusion into the Air Quality State Imple- mentation Plan. Once incorporated therein, they will be considered legally binding upon this City and will be the basis for both EPA and ARB monitoring for compliance with the Clean Air Act Amendments of 1977. Noncompliance,by failure to meet stated commitments, may result in the loss of federal highway and sewer funds. 3. The commitment of staff and financial resources (attachment B) is for fiscal year 1978-1979 only, due to the uncertainties of the 1979-1980 revenues. 4. The Transportation Control Measures contains reasonably available tactics designed to reduce air pollutants by placing greater emphasis on reducing the erosive effects of the automobile on air quality. Many of the Transportation Control Measures listed in attachment A are currently being implemented by the City of Chula Vista. For example, Chula Vista already utilizes the computerized traffic control system, has appointed a ride sharing coordinator, has an established transit system, has bicycle park and ride capability with Chula Vista Transit. 5. Not recommended for adoption at this time are subtactics l,e and 3 under Tactic T-2. Tactic 1.e would require the City to charge noncarpooling employees for parking, and Tactic 3 would commit the City to consider requiring all employers in the City to establish a carpooling program and to provide incentives for employees to carpool. Other modifications and additions to come of the suggested tactics have been made as indicated on Attachment ''A". ~~ `~ ~
