BACKGROUND 1. This item involves a tentative subdivision map for 6.34 acres of land lying between Fourth and Landis Avenues and between Center Street and Memorial Park. The subject property is located within the Chula Vista Town Centre No, 1 redevelopment project area. 2. The Environmental Impact Report, EIR-79-3, on this project was forwarded to the City Council on November 27, 1978. B. DISCUSSION 1. Existing site characteristics. The subject 6.34 acres of land is relatively level with an existing natural drainage area along a portion of the southerly boundary. The property is vacant except for some miscellaneous storage sheds. 2. Tentative subdivision map. The subject property wi11 be divided into three lots, each containing approximately 2 acres. The boundaries of the lots inc~ude portions of Center Street, Landis Avenue and Madrona. Action to vacate these street segments will be addressed at a later date. A 45 foot wide pedestrian easement linking Memorial Park and the Civic Center complex is proposed between lots 1 and 2. The easterly 15 feet of lot 1 and the westerly 30 feet of lot 2 make up this easement. BOARD/COMMISSION RECOMMENDATION On January 10 the Planning Commission, by a 6-1 vote, recommended that the City Council approve the tentative map for Chula Vista Tract No. 79-14 in accordance with Resolution PCS-79-14. On November 6, 1978 the Redevelopment Agency approved the Master Plan (Resolution No. 148) for the development of the Town Centre Focus Area. The Master Plan designates this area for residential development. In April, 1978 the residential projects on the three lots were conceptually approved by the Town Centre Project Area Committee. On November 10, 1978 the Town Centre Design Review Board approved the actual development plans for lots 1 and 2. Lots 1 and 2 will each be developed with 30 one-story and 34 two-story condominium units with related parking. The development for lot 3 is still at the conceptual approval stage and proposes 75 residential units with related parking. Approval of this subdivision map will allow for the sale of individual condominium units which are subject to design approval by the Town Centre Design Review Board and the Redevelopment Agency. 4. Requirements. In addition to the conditions listed in the Planning Commission Resolution PCS-79-14 the developer will be required to file a corrected tentative map incorporating the following items so as to bring the map into conformance with the ordinance: a. The minimum size of drainage pipes within the public right of way shall be 18" per Subdivision Manual (Section 2.05 F). b. A grading plan shall be submitted for approval. All slopes shall have slope ratios no steeper than 2:1. The water level in the Memorial Park retention basin resulting from a 50 year storm is at elevation 67.3. Any encroachment into the basin which decreases the retention volume shall be compensated for with increased elevation on the balance of the basin. c. The boundary of the area included within this tentative map shall be clearly identified by use of a distinctive border. d. The proposed public improvements within Fourth Avenue shall be clearly identified and shall be subject to approval by the City Engineer. e. In addition to Chula Vista Tract No. 79-14, the tentative subdivision shall be entitled, Town Centre-Townsite Tract No. 1. ~~~ RESOLUTION N0. PCS-79-14 _. RESOLUTION OF THE CITY PLANNING COMMISSION RECOMMENDING TO THE CITY COUPJCIL THE APPROVAL OF THE TENTATIVE SUBDIVISION MAP FOR CHULA VISTA TRACT 79-14 KNOWiJ AS TOWN CENTRE-TOWNSITE TRACT N0. 1 WHEREAS, on November 24, 1978 the Chula Vista Redevelopment Agency submitted a tentative subdivision map to subdivide 6.34 acres of land between Fourth and Landis Avenues and between Center Street and Memorial Park into three lots for ~, residential development, and WHEREAS, Section 66473.5 ~of the Government Code provides that approval of a subdivision map shall be based upon findings of consistency between the subdivision map and the adopted General Plan of the local jurisdiction, and WHEREAS, the Planning Commission set the time and place for a public hearing to consider said tentative map, and notice of said hearing, with its purpose, was given by the publication in a newspaper of general circulation in the city at least 10 days prior to the date of said hearing, and WHEREAS, a hearing was held at said time and place, namely 7:00 p.m., January 10, 1979 in the Council Chambers, City Hall, before the Planning Commission and said hearing was thereafter closed, and WHEREAS, on November 8, 1978 the Planning Commission certified EIR-79-3 on the residential component of the Town Centre Redevelopment Plan. NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS: 1. From the facts presented to the Planning Commission, the Commission finds that the subdivision map for Chula Vista Tract 79-14 is consistent with the General Plan for the City of Chula Vista as follows: a. Land Use Element - The Town Centre Redevelopment Plan designates this site for residential development, and encourages the establishment of multi-family, middle income residential units in and near the core area of Chula Vista. b. Circulation Element - The development of the site will not affect the major or collector road network depicted on the Chula Vista General Plan. The vacation and closure of several streets as indicated on the tentative map will eliminate an irregular lot and block configuration and poorly planned street layout, which is in conformance with the Town Centre Redevelopment Plan. c. Housing Element - The developer of the proposed residential townhouse units will address the need to provide for the needs of low and moderate income persons, and will participate in an Affirmative Fair Marketing Plan, such as BCA/HUD program, in conformance with the Housing Element. ~yr~3 -t d. Conservation, Open Space, and Parks and Recreation Elements - The Conservation Element does not delineate any natural resources worthy of preservation y or conservation within the subject property. The tentative map indicates the dedication of the Memorial Park extension as shown on the Town Centre Redevelopment Plan. e. Seismic Safety and Safety Elements - There is no indication of historic seismic activity within the site. Extension of public improvements will meet or exceed Safety Element standards. f. Noise Element - The Noise Element recognizes the need to continue to utilize the City's Environmental Review process to evaluate and ameliorate noise impact. g. Scenic Highways Element - The site does not abut a Scenic Route or Gateway. h. Bicycle Routes Element - The project does not include a designated bicycle route. In planning any street improvement, however, the Bicycle Routes Element of the General Plan encourates consideration of the bicycle as a potential part of the traffic mix. 2. The Planning Commission recommends to the City Council that the tentative map for Chula Vista Tract 79-14 be approved, subject to the following conditions: a. The vacation of streets within and adjacent to the project site shall be completed prior to final map approval. b. Temporary turnarounds shall be provided at the dead ends of all streets to be vacated in conjunction with this project. Details of such turnarounds shall be subject to approval by the City Engineer. c. All utilities within the Fourth Avenue frontage along the project and those within the project area shall be undergrounded. d. All sewers, storn drains, water lines and other utilities affected by this project shall be relocated in a manner approved by the respective owners and the City Engineer. e. The radius of the southwest curb return of the Center Street-Fourth Avenue intersection shall be 30 feet. f. Details of the intersection of Garrett Avenue and Center Street shall be subject to review and approval by the City Engineer. 3.
