HomeMy WebLinkAboutReso 1979-9507RESOLUTION N0. 9507 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA FINDING NO SIGNIFICANT ENVIRONMENTAL IMPACT DUE TO THE COMMUNITY DEVELOPMENT BLOCK GRANT PROJECTS The City Council of the City of Chula Vista does hereby res lve as follows: WHEREAS, the Environmental Review Committee of the City of Chula Vista has prepared an Environmental Review Record to determine if the following projects proposed as part of the Community Development Block Grant Pro ram could have any possible significant impact on the environment: 1. Vista Square Neighborhood Multi-year Program (ERR-79-8) 2. Mueller School Neighborhood Multi-year Program (ERR-79-9) 3. Feaster School Neighborhood Multi-year Program (ERR-79-3) 4. Third Avenue and Parkway Storm Drain (ERR-79-4) 5. Senior Citizens Building Rehabilitation (ERR-79-5) 6. Garrett/Landis Alley Improvement (ERR-79-6) 7. Madrona/Landis Sewer Relocation (ERR-79-7) and WHEREAS, a notice of the proposed finding of no significant imp ct was given in accordance with the National Environmental Policy Act; and, WHEREAS, all other agencies having jurisdiction by law and all oth r responsible agencies have been consulted to obtain comments with regard to the environmental consequences of the above noted projects; and, WHEREAS, the Environmental Review Committee found that these pro ects would have no possible significant impact on the environment and forwarded the attached finding of no significant impact, ERR-79-8, ERR-79-9, ERR-79-3, ERR 79-4, ERR-79-5, ERR-79-6 and ERR-79-7, to the City Council of the City of Chula Vis a for their consideration; and, WHEREAS, said finding of no significant impact has been available to gencies having jurisdiction by law, all responsible agencies, and to the public for an adequate period of time for their review and comment. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of hula Vista as follows: 1. That the City Council of the City of Chula Vista adopts as its record of this finding of no possible significant impact the Council agenda sta ement on this agenda item and all of the attachments thereto. 2. That the City Council of the City of Chula Vista finds in acc rdance with the recommendation of the Environmental RevieNr Committee and the att ched finding of no significant impact that the proposed Community Development Blo k Grant Program projects will not have any possible significant impact on the environment, and the attached finding of no significant impact, incorporated herein by eference as if set forth fully, has been prepared in accordance with the National Environmental Policy Act. This project is located within census tract 126 with a total estimate cost of $386,000. The Housing and Mobilehome Rehabilitation Loan Program offers low-cost home imp ovement and mobilehome replacement loans to low and moderate- income p rsons to repair their residences. Estimated cost for this activity is $150,000 for single-family and multi-family homes and $150,000 for mobilehome rehabilitation. The Code Enforcement Program involves the inspection of existing homes and mobileho es within census tract 126. The inspections identify homes with Building Code violations which can be corrected through the City's Housing mprovement Program. Estimated three year cost for this activity is $45,0 0. The Stre t and Sidewalk Improvement Program entails the rehabilitation, construe ion and installation of sidewalk, curbs, alleys, gutters, streets, street landscaping and lighting within census tract 126. Estimate cost for this activity is $27,000. The remo al of architectural barriers will involve the installation of sidewalk ramps to assist the mobility of elderly and handicapped persons within c nsus tract 126. Estimated cost is $14,000. It has b en determined that such request for release of funds will not constitu e an action significantly effecting the quality of the human environm nt and, accordingly, the City has decided not to prepare an Environm ntal Impact Statement under the National Environmental Policy Act of 1 69 (PL-91-190). (3) Street Overlay Improvem nt, consisting of asphalt and cement overlay of exising streets to exten over two years. Estimated cost is $60,000 for the first year and $80,000 or the second year. (4) Street improvements involving construction, rehabili ation and improvement to existing streets, curbs, gutters and sidewalk at an estimated program cost of $34,000.
