RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA APPROVING PROPOSED BUDGET AND
ACHIEVEMENT REPORT FOR THE DOWNTOWN IMPROVEMENT
DISTRICT
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, Ordinance No. 1885 requires the City Council to
review the budget submitted by and the activities of the Town
Centre Business and Professional Association, and to authorize the
disbursement of funds received through the business license tax
imposed on the parking and business improvement area for the
general promotion of retail trade and other commercial and
professional businesses, and
WHEREAS, the Town Centre Business and Professional
Association has now submitted the budget and achievement report as
set forth in Exhibits A and B, attached hereto and incorporated
herein by reference as if set forth in full, and
WHEREAS, the Finance Director has recommended that the
Council now approve the proposed 1989 budget and accept the 1988
report of achievements as contained in said exhibits.
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Chula Vista does hereby approve the proposed 1989
budget of the Town Centre Business and Professional Association
and accepts the 1988 achievement report.

1988 OVERVIEW
SPRING ARTS & CRAFTS FESTIVAL
The 1988 Spring Arts & Crafts Festival was held Friday and
Saturday, May 6th and 7th. Just under 100 crafters
participated in the event. Included in the Arts & Crafts
Festival was free speech and hearing testing, provided by
doctors and technicians. This type of screening is
particularly important for both our seniors and children.
The event was advertised in the Union-Tribune, Star News,
The Reader, and E1 Mexicano newspapers. In the past,
advertising has been limited to the South Bay area.
The expanded promotion of this event made a noticeable
difference in the attendance. On Saturday, we also added
entertainment. A barbershop quartet strolled through the
festival area and we received very good comments about its
performance.
In an effort to improve this event, two surveys were
prepared. The first survey was designed for Arts & Crafts
participants. We asked them if they would prefer to keep
the Friday-Saturday dates or do a Saturday-Sunday or
Saturday-only event. We also asked them if they wanted to
remain packed closely together or if they would prefer to be
spaced out farther. In the second survey, merchants were
asked basically the same questions but we also inquired what
they would like to see done differently with this event.
The crafters were happy with the Friday-Saturday event. The
merchants wanted to see the crafters spread out for two
reasons - 1) more of the merchants would receive benefit
from the event and 2) the merchants' customers would have
better access to the stores. The general consensus was that
this event is good for both the downtown merchants and the
crafters.
COUNTRY FESTIVAL
Our annual Country Festival was held on Saturday, July 16th.
The Festival featured country music, arts & crafts, a
sidewalk sale, and, of course, our chili cookoff. This
event was combined with the Miller beer event which was held
on Sunday, July 17th. Their free concert was targeted for
the young Hispanic market. It featured Brenda Kay Starr,
Lisa Lopez, Tiera, Wildcards, and Reyna Soledad. By
combining the two events, we received the benefit of
Miller's very-large advertising budget. We were also able
to work out the logistics of a two-day event with overnight
street closure. Third Avenue remained closed Saturday
night, except for east-west traffic at the intersections.
Our festival was very, very successful and the crafters
enjoyed the opportunity to sell both days. Although the
Miller event was not successful, we were able to learn what
it took logistically for us to expand our event for the
following year.
TASTE OF THE TOWN/FOUNDERS' DAY CELEBRATION
In recognition of Chula Vista's Birthday, the Downtown
Business Association hosted a Taste of the Town, inviting
local restaurants to come down to Memorial Park and sell
their food. Eleven restaurants participated in the event.
We set up a large stage and had a 'fifties band to
entertain. The participants enjoyed several contests: pie-
eating, hula-hoop, pretzel-eating, and bubble-gum blowing.
The mayor even joined in the hula-hoop contest. At four
o'clock, we held the traditional cake-cutting ceremony, sang
"Happy Birthday", and released a thousand balloons. Because
of the Fiesta de Luna Parade closing off Fourth Avenue, we
were unable to have our traditional arts & crafts festival
on Third Avenue.
The Taste of the Town concept proved to be very successful
and, with the incorporation of the arts & crafts festival
again next year, should prove to be a very successful event
for the future.
STARLIGHT YULE PARADE
The Starlight Yule Parade was held Monday, November 28th,
under cool but clear skies. The parade started promptly at
7 p.m. and concluded at 8:30. We received excellent media
coverage on this event. All three network stations covered
it, as well as every major radio station in San Diego. The
Star News, as always, gave us lots of coverage. We had over
110 entries in the parade and estimate that from 30,000
to 35,000 people lined the streets to see it.
For the first time in the history of this parade, we had a
major corporate float entered. The float was entered by
Glendale Federal and won first place in the "Best-Lit,
Commercial Category". The lead float in the parade was that
of the Chula Vista Chamber of Commerce. The float was
surrounded by Southland Corporation's volunteers, gathering
toys for needy children for the Chula Vista Cares Toy Drive.
The effort was successful and we believe that, in the
future, more people will know to bring a toy for a needy
child to the parade to help brighten both it and the spirit
of Christmas.
