RULE II, SECTION 5(b) Exceptional Merit Increases: Such increases for outstanding performance may be provided by: (1) granti g an employee's normal merit increase in advance of the regularly schedu ed date (Early Merit Increase.) or (2) granting a double step increase at the time the employee's normal merit advancement is scheduled (Doubt, Merit Increase). When an Early Merit Increase is awarded, the employ e shall become eligible for consideration for any higher step after the r quisite period of service. All requests sba~~ must be initiated by the epartment head, recommended by the Director of Personnel, approved by the C~ty Planager and ratified by the Civil Service Commission. The effective date'for exceptional merit increases shall be the beginning of the pay period fol owing approval. In cases where the exceptional merit increase has been denied ~y the Director of Personnel and City Manager, the ease shall automatically beybrought before the Civil Service COmmZSSZOn for a final determination. ~! 12/14/78 3
