In December, 1985 the City notified the Bonita-Sunny side Fire Protection
District of its intent to terminate the contract for fire services effective
July 1, 1986. Under the contract, the District provides first-in responses to
fire and emergency medical calls to both commercial and residential areas of
Chula Vista. Subsequently, the City entered into negotiation to have the
District provide fire protection services to the former contract areas under
an expanded Automatic Aid Agreement. Under Automatic Aid the closest station
responds to fire calls for service without regard to municipal boundaries and
without charge. In June, 1986 Council extended the service contract with the
District for 6 months, through December, 1986. During the intervening period,
staff was directed to evaluate alternative, permanent sites for the
Bonita-Sunnyside fire station which would optimize coverage for both District
and City areas. Additionally, staff was to assess the costs and benefits to
the City of assisting the District in site acquisition and/or station
construction costs. Because of higher priority, more time sensitive projects,
staff was unable to complete the planned evaluations. It is therefore
recommended that the contract be extended an additional 6 months, through
June, 1987, in order to provide sufficient time to complete the study and, if
applicable, to negotiate a new agreement with the District.
RECOMMENDATION: That Council adopt the resolution:
authorizing extension of the contract for a 6-month period covering
January-June, 1987;
2. appropriating $22,094 for continued service under the contract.

DISCUSSION:

In May, 1986 a Council subcommittee met with representatives of the District
to discuss alternatives to the present contract arrangement for fire services
as well as the District's need to find a permanent fire station site. (The
District may be forced to relocate from their current site at Bonita Road and
Acacia if the County expands the public works operations also located at the
site.) In June, 1986 Council approved a 6-month extension of the service
contract to enable staff to evaluate alternate fire station sites as well as
the costs/benefits of City participation in site acquisition and/or
construction costs for a permanent District fire station.
The City's Policy Analysis and Program Evaluation Unit (PAPE) was assigned
responsibility for coordinating the fire station location study. The PAPE
Unit had performed similar studies in 1985 as part of their Management Review
of the City's Police and Fire Services. With the assistance of fire
department staff from the District and the City, the initial data collection
and site specification was completed in August, 1986. PAPE staff, working
with the San Diego Fire Department, then developed the information needed to
use San Diego's Fire Station Location Model. This computerized model provides
comparative response time data to specified sites within the District and
City, for alternative fire station locations. The statistical data from the
computer model was obtained in October, 1986. Both during and after this
period, action on the study had to be delayed because of higher priority, more
time sensitive PAPE projects. These projects included:
-- An evaluation of the City's patrol staffing needs.
-- Development of a Citizen Survey. Initially, the survey was scheduled
for March, 1987. However, the need to obtain information for the
General Plan Update necessitated that the project be expedited.
-- Preparation of a State Grant. PAPS staff are assisting the Police
Department in submitting a proposal for a 36-42 month grant from the
State Office of Criminal Justice Planning. This grant would provide
funds for the development of a crime analysis program. Proposals are
due in Sacramento by November 14, 1986.
PAPE staff now estimate that preliminary results from the fire station
location stud, will be available in January 1987. The analysis will identify
the 2-3 "best' site locations (10 alternate sites are being evaluated) as well
as provide general site comparisons and cost data. This preliminary
information will be discussed with the Council subcommittee prior to
undertaking a more detailed analysis. A report with specific recommendations
will be prepared for Council consideration during the budget review process in
May, 1987.

The Bonita-Sunny side Fire Protection District has agreed that any monies paid
during the initial contract extension period (July-December, 1986) or a
following period (January-June, 1987) would be applied toward any future
agreement concerning City assistance in relocating the District fire station.
FISCAL IMPACT: For the current fiscal year, the total cost of continuing
the service contract with the Bonita-Sunnyside Fire Protection District is
$22,094. It is recommended that funds in this amount be appropriated from the
unappropriated balance of the General Fund.
