RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA RE5CIPdDING SOLUTION NO. 8675 AND ESTABLISHING
EXECUTIVE AND MID LE MANAGEMENT FRINGE BENEFITS FOR
FISCAL YEAR 197$- 9
The City Council c~f the City of Chula Vista does hereby
esolve as follows:
WHEREAS, the CityManager has recommended that a program
f executive and middle management fringe benefits be established
or fiscal year 1978-79 in ccordance with Exhibit "A", attached
ereto and incorporated her~in by reference as if set forth in
ull.

1) All fringe benefits pplicable to the full-time Unclassified
Service shall apply xcept as modified below.
2) Deferred Compensatiop Plans -
a. Employees in the'Executive Group may participate in the
Deferred Compens tion Plan with Great Western Savings
and Loan Associa ion as designated in Resolution No. 7641.
b. Employees in the'IExecutive Group may have the option of
applying their nprmal contribution to the Public Employees'
Retirement Syste as "deferred compensation" which is not
subject to tax u~itil withdrawal. Effective the pay period
July 14, 1978 - ~uly 27, 1978, said amount will be forwarded
by the City to t e Public Employees' Retirement System to
be credited to tie employees' individual account. Employees
who select this lan are advised that there may be some
question as to t e practicability of such a plan and they
could, as a result of an adverse I.R.S. or judicial ruling,
be ineligible fo such a plan and may have to pay taxes
and penalties oniamounts previously deferred.
3) Education Reimbursement - Executive positions may receive
tuition and textbook refunds to a maximum of $200 per year for
approved professional and technical courses. In addition, employees

in designated Execul~ive Management Classifications will be
eligible, with the pproval of the appointing authority and
the Director of Per onnel, to reimbursement of up to a maximum
of $50 for professi nal growth activities such as tuition
reimbursement, books, workshops, seminars and conferences.
4) Group Health Insura ce - The City assumes payment of the
full cost of a basi and supplemental health insurance
plan for both Execu ive employees and their dependents. If
the City's establis ed program is not desired, the same premium
amount will be cont ibuted to a Kaiser Foundation Health Plan
as elected.

B. Fringe Benefits

5) Floating Holidays fiddle Management positions shall receive two
(2) additional floating holidays which results in a total of six
(6) regular holidays and seven (7) floating holidays. Time off
shall be administere in accordance with Resolution No. 7073 except
that the two (2) additional holidays will accrue each July first.
6) Life Insurance Plan Middle Management positions shall receive
supplemental individ al life insurance policy coverage at a monthly
premium rate of fift en dollars ($15) per position. At the
employee option, the premium amount may be used to defray the cost
of Group Health Insurance.
