and authorizing the transfer of funds betwee Gas Tax projects

Undergrounding of all utilities on Third Avenue between "L" Street and Hermosa
Avenue was approved by the County of San Diego and City of Chula Vista prior
to the Montgomery area annexation. The removal of the wooden power poles,
which were used to support street lights, required that a new, uniform
lighting system be installed to illuminate the street. The City awarded two
contracts to replace the street lights on Third Avenue from "L" Street to
Hermosa Avenue. The first contract was awarded to Maco Electric Services and
exter~ied from "L" Street to Palomar Street. The second contract was awarded
to Bonita Electric and extended from Palomar Street to Hermosa Avenue. Both
contractors have now completed their respective work.
RECOMMENDATION: That Council adopt a resolution:
1. Accepting the contract work, street light installation on Third Avenue
from "L" Street to Hermosa Avenue.
2. Authorizing the transfer of $1,153 from the fund balance of Phase II to
Phase I of the project.

DISCUSSION:
Prior to the Montgomery area annexation, the County of San Diego initiated a
utility undergrounding project. In conjunction with this project, the County
appropriated $60,000 to cover its cost to replace the street lights that were
on the wooden utility poles being removed. After the annexation, the County
transferred the $60,000 to the City for installation of the new street light
system. The $60,000, however, only covered the cost of installing 24 lights
and standards on Third Avenue from "L" Street to Palomar Street.
The installation of the street lights was therefore separated into two
phases. Phase I was for the "L" Street to Palomar Street portion and Phase II
was for the Palomar Street to Hermosa Avenue portion.

Phase I was awarded to Maco Services, Inc. by Council Resolution No. 12536
dated June 17, 1986. The contract amount was for $55,555 and had a completion
date of August 26, 1986. Three change orders were subsequently approved
increasing the contract amount by $4,550 and extending the completion date by
15 days to September 18, 1986. The contract had estimated the length of
conduit needed for the project to be about 3,500 LF. The actual length of
condo+it installed was 3,679 linear feet, increasing the contract by $1,047.15
(179 LF x $5,85/LF). Thus, the contract amount increased by $5,597.15
($4,550 + $1,047.15) to a total of $61,152.15. The change orders were as
follows:

Maco Services, Inc., was unable to complete their work within the contract
time due to an overhead conflict with energized SDG&E lines. The utility
company was unable to remove these lines due to delays in the conversion of
the private services by several affected property owners.
Since the conversion district was under the County of San Diego jurisdiction,
we had no control on the timing of its completion. We agreed, however, with
the contractor to provide him five days to complete his work after SDG&E
removed the conflicting lines. All other work has now been completed to the
satisfaction of the City Engineer and we recommend acceptance of the contract
work.
Phase II was awarded to Bonita Electric by Council Resolution No. 12669 dated
August 12, 1986. The contract amount was for $66,221.31 and had a completion
date of October 16, 1986. An extension of contract time of 20 working days
was granted by Council on October 14, 1986 by Resolution No. 12771.
The completion date was extended to November 14, 1986. Bonita Electric,
however, experienced the same delay problem as Maco Services, Inc. due to the
difficulty in getting all property owners in the conversion district to covert
their private service laterals. Both contractors were unable to erect the
street lights standards until SDG&E was able to remove the conflicting
overhead lines. Bonita Electric has now completed all their work to the
satisfaction of the City Engineer and we recommend acceptance of the contract
work.
The final cost for Phase I was $1,152.15 over the authorized expenditure due
to an increase in the actual conduit installed and three change orders.
Fortunately, the final cost for Phase II of the project was $9,430.98 less
than the authorized expenditure (see Fiscal Impact). We, therefore, recommend
that Council authorize the transfer of $1,152.15 from the fund balance of
Phase II (Account 250-2501-GT214) to Phase I (Account 250-2501-GT206) to cover
the deficit.
