Eastlake Assessment District No. 85-2 consists of four contract projects. The
projects are:
1. Phase one, 5 M.G. Steel Reservoir, Tresco Tank Co., Contractor
2. ^hase two, 980 Zone Pump Station, Olson Construction Co., Contractor
3. Phase Three A, Construction of Otay Lakes Road, sewer, and water lines and
all appurtenances, Olson Construction Co., Contractor
4. Phase Three B, 20" off-site water pipeline, Thibodo Construction Co.,
Contractor
On November 4, 1986, Council, by Resolution No. 12804, approved an extension
of contract time (to February 28, 1987) for projects 1, 2 and 4 above.
Contract No. 3 was expected to be completed within the contract time
provided. We have been reminded by the contractor, that their work is
dependent upon the installation of telemetry cable which will not be ready for
use until February 1987. The delay in delivery of the cable, which must
interface in size, color coding and number with the other three contracts was
the principal reason we recommended the extension of time approved by the City
Council in November.
RECOMMENDATION: That Council adopt a resolution approving extension of
contract time to February 28, 1987, for Contract III A, construction of Otay
Lakes Road, sewer and water lines and all appurtenances.
DISCUSSION:
Eastlake Assessment District 85-2 involves construction of major
infrastructure facilities needed to serve the Eastlake Planned Development.
The work now under construction was awarded by the City in four separate, but
closely interrelated contracts amounting to about $7.8 million. The contracts
are at various stages of construction and are proceeding in a timely manner,
considering the fact that several contractors, agencies and developers are

involved. Conflicts have been reduced to a minimum through the cooperation
that exists amongst all parties concerned.
There has been, however, one item of work which prevents the successful
completion of all four projects within the construction times provided in
their respective contracts. The contractors have experienced difficulty in
locating the telemetry cable that met the Otay Water District requirements and
which must be installed to provide communications between equipment at the
Reservoir and the pump station. This cable is to be installed by the four
contractors within their respective areas of work.
The contract completion date for Contract III A is January 5, 1987. The
contractor, Olson Construction Co., has requested a time extension similar to
that granted the other three contractors. The time extension based on delay
in the delivery of the telemetry cable. We have met with the contractor and
have determined that they are judiciously performing all other phases of their
contract. The time extension request is justifiable and will cover the time
required to i nstal l the telemetry cabl a and the completion of al l other i tens
of work in the contract. We, therefore, recommend approval of the contract
completion date for Contract III A to be February 28, 1987.
FISCAL IMPACT: Eastlake Assessment District 85-2 will pay the added cost
for staff time necessary to conduct the required inspection and administration
of the contract work. There wi 11 be no direct cost to the City for granting
this extension.
