This agreement terminates December 31, 1986. RECOMMENDATION: That Council adopt Resolution approving the agreement and authorize the Mayor to sign on behalf of the City Council BOARDS/COMMISSIONS RECOMMENDATION: N/A DISCUSSION: During 1986, Richard Quick's fingerprint analysis work has identified suspects in eight-eight (88) cases. Also, Quick is teaching techniques of court testimony to civilian Evidence Technicians Rodrigo Viesca and Mary Kay Roberg, who are not court qualified and have not testified in court. The primary justification for this agreement with Quick was to provide the Police Department with his expert fingerprint services until we trained his civilian replacements. His successors, Evidence Technician Rodrigo Viesca, was hired March 22, 1985, and Mary Kay Roberg, was hired May 12, 1986. Prior to that time neither of them had any fingerprint classification experience. Both have been receiving training and experience since their respective hire dates, but neither is a skilled fingerprint examiner/classifier. During 1986 the Police Department has experienced a significant increase in work load due to the Montgomery Annexation and the increase in the crime rate. This has placed a heavy burden on our Evidence Technicians and minimized opportunities for them to receive training to improve their fingerprint examination and classification skills. Additional training, not originally anticipated, concerns the statewide CAL I.D. System which provides latent fingerprint search capabilities. It employs a high speed, computerized scan and comparison of latent prints, having no known suspect, against a data base of known offenders. Roberg is assigned this responsibility, requiring weekly trips to the San Diego Police Department based computer for CAL I.D. tracings, photographing and data entry. This system will enhance our latent fingerprint identifications immensely and has already identified seven suspects. Form A-113 (Rev. 11/79) Page 2. Item ~" Meeting Date 12/16/86 When this contract was approved last year, staff advised Council that 1986 would be the last year for this service. Due to the significant increases in crime and work load in 1986, staff has reconsidered our position and we feel that we should extend this contract through 1987. This extension will enable staff to maintain our high level of fingerprint service with the clear understanding that 1987 will be the final year. This contract will provide for a maximum of 720 hours annually at $25. per hour. FISCAL IMPACT: Annual cost for the program is $18,000. For fiscal year 1986-87 the $9,000 is available in the police budget from salary savings.
