ITEM TITLE: Resolution /.ZIT ~ Approving the application for grant
funds under the Community Parklands Act of 1986

Proposition 43, the California Parklands Act of 1986, which was approved by
the voters on June 3, 1985, authorized grants to qualifying local agencies on
a per capita basis, to be used for land acquisition, development or
rehabilitation of park, recreation or historical facilities. The City of
Chula Vista is eligible to receive $313,000.
A resolution authorizing submittal of the application for these funds is
required. Attached is a copy of the application for your information.
RECOMMENDATION: That the City Council adopt the resolution approving the
grant application.
BOARDS/COMMISSIONS RECOMMENDATION: The Parks and Recreation Commission has
been apprised of this grant request and recommends approval.

Hilltop Park has been plagued with irrigation problems, which include poor
ground cover, excess runoff, high maintenance and water bills, and a time
constraint problem. The Soil Conservation Service of the U. S. Department of
Agriculture evaluated the system and made a recommendation to redesign the
system. Attached to the grant application is a copy of the Soil Conservation
Service's report. The estimated cost of this project is $181,000.
The locker room facilities at Parkway Pool and Gym, which include the shower
rooms, restrooms and dressing rooms, are in need of repair and refurbishment.
During a recent Council tour, Councilmembers expressed concern with the
appearance of these rooms. These facilities were refurbished approximately
four years ago. However, the bulk of the funding was used to construct

handicapped access shower and dressing room facilities. New stalls, new tile,
new lockers and new paint is needed to improve the appearance of these
facilities. Additionally, overhead pipes in the rooms are covered with
asbestos, which must be removed due to a health hazard. It is estimated that
$82,000 would be sufficient to accomplish this work.
Terra Nova Park was turned over to the City on July 1, 1986. This
neighborhood park contains walkways, exercise stations, a restroom facility
and a ballfield, but no tot lot with play equipment. Construction of an
elementary school was originally planned for an adjacent site, and it was the
City's intent to have the school's playground and play equipment available to
the park users. However, the school will not be built, necessitating a need
for the tot lot with play equipment.
Residents in this area have contacted this department concerning the lack of a
children's play area. The demographics of the community show that it is made
up of a large number of families with young children. The estimate for design
and construction of the tot lot is $50,000.
According to the Parklands Act regulations, the City must complete these
projects within three years from the date of the appropriation of funds.
FISCAL IMPACT: No City general funds will be needed for these projects.
They will be funded totally by the State Grant Funds.
