HomeMy WebLinkAboutAgenda Statement 1986/12/02 Item 09COUNCIL AGENDA STATEMENT Item 9 Meeting Date 12/2/86 ITEM TITLE: Public Hearing: Coastal Development Permit for Dixieline Lumber Company Resolution ~,Z~j `~ Authorizing the issuance of a Coastal Development Permit for Dixieline Lumber Company Grading Plan SUBMITTED BY: Community Development Di recto r /~~ REVIEWED BY: City Manager ~~~'~' (4/5ths Vote: Yes No X ) Dixieline Lumber Company, owners of the property located at the northwest corner of Fifth Avenue and "C" Street, propose to grade and fill their site which is located within the boundaries of the coastal zone. A grading plan was approved by the City Engineer and a Negative Declaration, IS-85-59, was issued for the proposal. A coastal development permit application has been reviewed and subject to conditions is recommended to be approved. RECOMMENDATION: That Council approve the attached resolution and findings therein: 1) Finding that the proposed project is consistent with and adequate to carry out the policies of the certified Chula Vista Local Coastal Program, and 2) Authorizing the issuance of a Coastal Development Permit for said proposal subject to the conditions listed in Attachment A of said resolution. RECOMMENDATION: Not applicable. DISCUSSION: The applicant proposes to place 223,000 cu. yds. of imported fill material onto a triangular parcel of land which is approximately 17 acres. The fill material will be placed to a maximum depth of 14' with an average depth of 13'. The resulting slope will be kept a minimum of 100' distant from the outer limits of wetlands vegetation located within the existing drainage ditch that runs parallel to the south property line. South facing slopes will be a maximum 3:1 ratio. A 12-inch earth berm will be constructed at the top of slope to direct sheet drainage to a single down drain which will empty into riprap for filtering sedimentation. Erosion control will be incorporated into the project. Prior to the placement of the fill a filter fence (sediment control fencing) will be installed near the foot of the slopes. This will avoid siltation into the down stream wetland area. This project also will be conditioned to comply with the City's LCP regulation regarding grading and drainage. All grading activities will be Page 2, Item 9 Meeting Date-~~7~/$~~ prohibited within the period from November 1 to April 1 of any given year and all graded areas will be planted within 60 days of the initial disturbance and prior to the November 1 date with temporary or permanent erosion control methods. The grading proposal submitted by the applicant will not encroach or impact the down stream wetland area nor will identified riparian vegetation be disturbed. Based on the following findings, the proposed grading plan, subject to the conditions listed on Attachment A of the attached resolution, has been found to be consistent with the policies of the certified Chula Vista Bayfront Local Coastal Program: 1. The certified Chula Vista Land Use Plan designates the inland parcel, subarea 6 as not coastal-related, therefore no adverse impact on shoreline access, water related recreational or visitor serving commercial, or marine resources are anticipated to occur due to the proposed development. 2. The site is not located adjacent to or near the coastline, therefore, will not obstruct any coastal views or vistas nor will the site development reduce the amount of park land committed to the coastal area. 3. The project will not effect traffic circulation within the Bayfront interior or along the shoreline since the inland parcel is physically removed from these coastal related areas. 4. The grading plan has been developed and conditioned to avoid siltation into the down stream wetland and disturbance to identified riparian vegetation.
