pavement overlay of Third Avenue between Moss Street and
Oxford Street and the east side of Broadway between Naples
Street and Oxford Street

In the 1986-87 budget, three projects were approved for the pavement overlay
of various streets within the City. Total funds budgeted was $638,000.
Approximately $319,000 of these budgeted funds will remain unspent upon
completion of the current projects under construction. A portion of the
$319,000 is budgeted for the overlay of Moss Avenue between Third Avenue and
Naples Street. Staff is currently considering various design alternatives for
the realignment of Moss Street near the intersection with Naples Street. On
the completion of this study and approval thereof by the Council, we will
proceed with the preparation of plans and perform the work. A rough estimate
for the work on Moss Street is approximately $50,000. This will leave
approximately $269,000 of these budgeted funds unspent.
RECOMMENDATION: That Council authorize staff to prepare plans and
specifications and to bid work for the rehabilitation and pavement overlay of
Third Avenue between Moss Street and Oxford Street and also the easterly
portion of Broadway between Naples Street and Oxford Street.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
For the period between January 2, 1986, and September 30, 1987, the City must
spend $1,345,475 on street maintenance to be in compliance with Section 2126
and 2127 of the Street and Nighway Code which relates to the SB-300 funds. So
far we have spent approximately $846,000 (see table below). Utilization of
the unencumbered funds budgeted in the three overlay projects will ensure that
the City will meet its street maintenance requirements for SB-300 funds.
Third Avenue between Moss Street and Oxford Street is in need of immediate
repair. The overhead utilities within Third Avenue were recently converted to
underground. Required work includes construction of missing curb and/or
broken curb and gutter, sidewalk, new concrete curb returns, reconstruction of
poor pavement areas and placement of asphalt concrete overlay with pavement
fabric. The estimated cost of this work is $232,000. In addition, on the
east side of Broadway between Naples Street and Oxford Street, there is

existing ponding of water in several locations. The ponding is caused by
missing street improvements and by some newly constructed curb, gutter, and
sidewalk which was designed incorrectly and installed while this portion of
the street was still in the County. The existing situation is a traffic and
pedestrian hazard and should be corrected. Staff has received several
complaints by adjacent property owners. The estimated cost for the
improvements on the east side of Broadway is $25,000.
The following is a summary of the expenditures proposed to meet the City's
"maintenance of effort" requirements for the S6300 funds.

Construction of the current CIP projects will meet the requirement of spending
the remaining $192,475.

Adequate funds are available for both the improvements on Third Avenue and
Broadway from the unspent portions of the three budgeted overlay projects. It
is staff's recommendation that the Council authorize the use of these funds
for design and construction of these two additional projects. Council's
approval will help provide staff the required lead time to ensure that the
SB-300 funds will be spent prior to September 30, 1987.
FISCAL IMPACT: Unspent funds, approximately $319,000, remaining in the
current budgeted overlay projects will be authorized to be spent for the
rehabilitation and pavement overlay of Third Avenue between Moss Street and
Oxford Street and also the easterly portion of Broadway between PJaples Street
and Oxford Street. Unencumbered funds would otherwise be returned to the Gas
Tax unappropriated reserves at the close of the three budgeted overlay
projects.
