Following discussion of the San Diego AIDS Project at its October 14, 1986 meeting,
the City Council requested staff to bring back a resolution appropriating the amount
of $1,500 for financial assistance to the Project. Staff was also requested to deter-
mine if Community Development Block Grant Funds could be used for this purpose and
also to ensure that any funds contributed by the City would be set aside in a special
renovation account by the San Diego AIDS Project.
RECOMMENDATION: That Council approve the Resolution appropriating $1,500 for the
San Diego AIDS Project.
BOARDS/COMMISSIONS RECOMMENDATION: Not Applicable.
DISCUSSION:
The San Diego AIDS Project is in the process of renovating, at an approximate cost
of $42,000, a facility they recently relocated to on Fourth Avenue in San Diego.
The renovation consists of wheelchair ramps, handicapped bathrooms, plumbing in the
kitchen, etc.
So far support to the AIDS Project has been guaranteed by the following agencies:
City of San Diego, $10,000; County of San Diego, $10,000; City of La Mesa, $3,000;
City of Carlsbad, $3,000; and the City of Oceanside, $3,000.
Also, conditional support has been pledged by the cities of Escondido, EL Cajon, and
National City for $3,000 each. The condition is that support be obtained from a
substantial number, over 50%, of other agencies in the County approached for financial
support.
At its October 14, 1986 meeting, the City Council indicated a willingness to support
the AIDS Project in the amount of $1,500. Staff does not believe that Community
Development Block Grant Funds can be used for this purpose because there is no
evidence of direct benefit to low and moderate income persons.
FISCAL IMPACT:
Support of the AIDS Project requires a $1,500 appropriation from Unappropriated
Reserves of the General Fund. The contribution by the City will be donor restricted
in that the funds can be used only for renovation of the facility.
