In the management review of the Police Department the PAPS Unit recommended
the establishment of a Crime Analysis Unit. The City Manager's 1986-87
budget message indicated that staff would be seeking a Career Criminal
Apprehension Program (CCAP) grant from the State Office of Criminal Justice.
A typical first year grant could be approximatel~r $170,000 and would require
City matching funds of 10% ($17,000) and trim amount is in the 1986-87
Police Department Budget.
RECOMMENDATION: That Council authorize application for C-CAP grant through
Office of Criminal Justice Planning.

DISCUSSION:
A Crime Analysis Unit (CAU) would provide for a more sophisticated analysis of
crime incidents in order to better identify potential crime patterns and
characteristics. The analysis generated by the CAU would facilitate the
work of the Crime Suppression Unit, Investigative Division Agents (all
sections) and Patrol functions. In the Investigative Division, it is
envisioned that the CAU will work in conjunction with investigators in
developing suspect leads using "methods of operation" analysis, "series"
analysis, time and location analysis, etc. In the Patrol Division, the CAU
will analyze extensive data to implement a more directed patrol program,
in which patrol staff are deployed in specific locations and at specific times
to perform predetermined crime control tactics at identified high crime target
areas. The CAU would be assigned to the Investigations Section and be
assigned as an appendage of the Crime Suppression Unit, advising that unit in
areas of suppressable crimes and tactics to monitor and apprehend criminals,
pertaining mainly to narcotics and serious felon suspects.
It is a requirement of the CAU C-CAP grant to target career criminals who
commit felonious types of crimes such as homicide, rape or sexual assault,
child molestation, robbery, burglary, arson, narcotics violations, auto
theft, grand theft and/or criminals identified as "career criminals,"
criminals that have been thrice convicted of any of these crimes.
Another requirement of the grant is the implementation Of a "career
criminal" tracking system whereby upon identification and apprehension of a
"career criminal," he/she is "tracked" through the entire judicial process
by the arresting agency that is awarded a C-CAP grant. This "tracking"
enables an evaluation of the crime analysis unit impact on career criminal
apprehensions.
