Prior to the current fiscal year, the City has funded the Del Rey Nutrition
Program with General Revenue Sharing and Community Development Block Grant
(CDBG) funds every year since FY 1981-82. Although Del Rey submitted an
application for 1986-87 CDBG funding from the City, that application was
withdrawn by Del Rey as a result of the organization's unwillingness to do
all of the client record-keeping required by the U.S. Department of Housing
and Urban Development. Following further inquiries by the City, the Del Rey
Nutrition Program has reconsidered its position and is once again requesting
$4000 in CDBG funding from the City.
RECOMMENDATION: That the Council adopt the resolution approving the transfer
of CDBG funds from the Local Option account to the Del Rey Nutrition Project.

The Del Rey Nutrition Program is operated by the Vocational Training Division of
the Sweetwater School District. The program trains local youths in the restaurant
and catering trade and also provides senior citizens with low cost daily meals
prepared by the program trainees. The cost of these meals to the senior citizens
was $1.20 per meal during 1985-86, but as a result of the removal of CDBG funding,
the per meal cost in 1986-87 has become $1.50. Requested funding is proposed
(in Attachment A) to be used to subsidize the cost of these meals so as to
reduce the cost per meal to $1.25.
On several different occasions in the past three years, HUD has asked the City
for additional client and staff information of the Del Rey Program. The
Director of the organization has expressed concern that HUD has asked the
organization to invade the privacy of its clients in order to gather data on
income, gender, residency and ethnicity. Since staff has informed the Del
Rey Program director how this information could be gathered by anonymous,
voluntary surveys, passed out and completed at the meal site, the director
has agreed to provide the needed data and again request funding from the City.
At the October 28, 1986 Council meeting, the budget for the 1986-87 CDBG
Supplemental Program was approved. Of the $147,000 received in the CDBG

supplemental grant, the Council directed that $9,328 be placed in a local
option account, with the use of the money to be designated as eligible
projects are identified. It is proposed that $4000 of these funds be used
for the Del Rey Program.
FISCAL IMPACT: Sufficient funds exist in the local Option Account (635-6350-BG164)
to fund the program.
