Eastlake Assessment District 85-2

Eastlake Assessment District 85-2 consists of four contract projects. These
prof ects wi 11 not be completed wi thi n the contract times provided. We have
reviewed with Otay Municipal Water District staff the progress of the work and
the time needed to complete the work in accordance with the plans and
specifications.
RECOMMENDATION: That Council adopt resolution approving extension of
contract time to February 28, 1987, for the following contract projects:
1. Phase One, 5 M.G. Steel Reservoir, Trusco Tank Co., Contractor
2. Phase Two, 980 Zone Pump Station, Olson Construction Co., Contractor
3. ~--ase Three B, 20" Off-Site Water Pipeline, Thibodo Construction Company,
Contractor
DISCUSSION:
These three contracts are closely related as they are dependent on each other
to perform their individual intended use.
The reservoir and off-site 20" waterline cannot be used until the pump station
is completed.
The District in their letter dated October 28, 1986, has analyzed the problems
affecting this work and makes recommendations for extensions of contract time
for each contract.
Although the City of Chula Vista is administering the contract projects as to
processing of progress payments of the Assessment District funds, change
orders and time extensions, Otay Water District will assume ownership of the
water facilities upon acceptance of the contract work by the City.
The specifications places the responsibility for the inspection of these
projects with the Water District, who will advise the City in performing our
administrative functions.

Following is their analysis and recommendation:
20" Off-Site Water Pipeline -Thibodo Construction Company
Thibodo by letters dated July 30, 1986, October 13, 1986, and October 17,
1986, has requested time extensions due to material delivery delays,
difficulty in locating the telementry cable which will be approved by Otay
Water District and a delay of 14 weeks to obtain the cable after approval
of shop drawings. Another problem existing is that the cable must
interface in size, color coding and numbering with each of the three
contracts involved, so must be coordinated with each contractor
responsible for their respective phase of work.
The District' s rnai n concern i s that the telementry cabl a be ready for use
by the time the 980 zone pump station i s placed i n service which date i s
estimated to be February 28, 1987.
The District recommends that we grant Thibodo a time extension to October
31, 1986 to perform the work which can be done and extend the contract
completion to February 28, 1987, to cover the installation of the
telementry cable.
5 M.G. Steel Reservoir -Trusco Tank Company
This project has already been granted one time extension to November G,
1986. Delivery delays and installation of the telementry cable also
affects this project. In addition, Otay Water District does not want to
fill and disinfect the reservoir with potable water until it can be put
into continuous service when the 980 zone pump station is completed.
Otay recommends that we maintain November 6, 1986, on all items of the
project and change the contract completion date to February 28, 1987, for
filling, flushing, bacteria testing, installation of the telementry cable
and required paving which cannot be placed until the cable is installed.
980 Zone Pump Station - Olson Construction Company
Olson Construction Company is plagued with the same manufacturing and
Delivery dates experienced by Thibodo and Trusco Tank Companies. Their
contract completion date is December 15, 1986.
Otay Water District has estimated that a more reasonable completion date,
due to the complexity of the pump station construction and special
equipment needed, delivery delays and installation of the Telementry
Cable, is February 28, 1987.
In order to coincide with the other recommended contract completion date,
we recommend approval of the contract completion date for the 980 Zone
pump station be February 28, 1987.

FIiJANCIAL STATEMENT:
Eastlake Assessment District 85-2 will be absorbing the added cost for staff
time necessary to conduct the required inspection and administration of the
contract work. Eastlake Development Company, by agreement, will pay any cost
overrun above the funds available from the sale of the Assessment Bonds.
In addition, there are several cost change orders which will be
administratively approved within the guidelines set by City Council.
FISCAL IMPACT: None.
