The replacement schedule for fire pumpers is 20 years as a front-line apparatus and 5 years as a reserve apparatus. RECOMMENDATION: That the City Council: 1. Authorize the purchase of a fire pumper via a cooperative purchase arrangement with the City of Los Angeles. 2. Appropriate $145,573 from the unappropriated General Fund Reserve to be transferred to the Equipment Replacement Fund. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: Fire Engine 4 is a 1960 fire pumper. It is scheduled to be replaced in FY 1987-8t3. However, an opportunity has currently arisen to cooperatively purchase a fire pumper with the City of Los Angeles. This opportunity is timely for a number of reasons. It takes 200 calendar days from the date the fire pumper is ordered to assemble and deliver to the City. The fire purnper the City would cooperatively purchase from the City of Los Angeles is the same model and manufacturer as the pumper the City purchased for $136,780 in 1985. This would assist the City in standardizing fire apparatus. This is an important fleet management objective from a standpoint of reducing the different types of parts required to be stocked and the training required by Equipment Mechanics. . The Fire Department has indicated it is more than satisfied with the fire pumper it purchased in 1985. Page 2, Item 6 Meeting Date~47~ The price quoted to the City of Los Angeles is valid only until December 31, 1986. The cost of purchasing fire apparatus is increasing approximately 4~ annually. If the City waits to purchase a fire pur~iper until FY 1987-88, the cost of the pumper would escalate by approximately $4,000 above the current price assuming the pumper was ordered in July 1987. Seagrave Fire Apparatus, Inc. has extended a written offer to the City to purchase a fire pumper via a cooperative purchase arrangement with the City of Los Angeles. The City of Los Angeles awarded bid to Seagrave Fire Apparatus, Inc. for seven fire pumpers in January 1986. The specifications for the fire pumper equal or exceed this City's specifications in all of its major components. FISCAL IMPACT: The cost to the City for a fire pumper purchased on a cooperative arrangement with the City of Los Angeles would be $145,573 (including sales tax). Sufficient funds are available in the unappropriated General Fund reserve for transfer to the Equipment Replacement Fund for purchase of the fire pumper. The fire pumper is part of the Equipment Replacement Fund and an annual vehicle replacement charge (based on replacement cost and economic life) will be billed to the Fire Department for future replacement of the pumper from the Equipment Replacement Fund.
