Meeting Date 11/4/86 ITEM TITLE: Resolution /%~~ C'~- Amending bands for executive management Vista for FY 1986-87 SUBMITTED BY: City Manage~y BACKGROUND ~~JJ Resolution 12708 revising salary personnel in the City of Chula The Deputy Public Works Director for Operations currently receives a salary within the middle management group, although his fringe benefit package is that provided to executive managers. Previously, that position was included in an executive salary band. In order to meet the expanding management needs of the Public Works Department, a new position was created, which has similar responsibilities to the Deputy Public Works Director for Operations, and that is the position of Deputy City Engineer. We have virtually completed the recruitment and selection process for this position. We held an assessment center of top candidates on October 13, 1986 and we are now in the process of attempting to reach an agreement for employment with the top candidate for this position. Of course, our top candidates for both this position and the Chief Building Official are reluctant to commit to employment until the results of Proposition 61 are known but, assuming a favorable election result, I wish to be active in bringing the filling of these two positions to a conclusion as soon as possible. In order to bring the Deputy City Engineer position to a successful conclusion, it appears that a salary in the range of $57,000 will be necessary, which is somewhat above the top of the range currently being paid its counterpart position of Deputy Public Works Director for Operations. This, in part, is because we are also competing with the City of Carlsbad for this individual and this salary level is necessary in order to be competitive. Therefore, in order to provide adequate flexibility in order to negotiate a final salary for this position, it is recommended that the Deputy City Engineer be placed in Step E-3 of the executive salary bands. In order to provide equity, it would be logical to also include the Deputy Public Works Director for Operations in that same band. This does not mean, however, that that individual would receive an increase. It would only mean that the City Manager would have more flexibility in terms of completing hiring of the Deputy City Engineer. RECOMMENDATION: Adopt resolution amending exeuctive salary bands.
