HomeMy WebLinkAboutAgenda Statement 1986/10/30 Item 04COUNCIL CONFERENCE AGENDA STATEMENT Item `' /~ Meeting Date 1030/86 ITEM TITLE: RESOLUTION 1`~~~~ Authorizing Submission to the California Coastal Commission of an Addendum to the LCP/Specific Plan Amendments Submitted to said Commission in September, 1986 SUBMITTED BY: Community Development Director `'~~`° (4/5ths Vote: Yes No XX ) REVIEWED BY: City Manager The City's Local Coastal Program/Specific Plan ar~iendment for the ~~idbayfront was submitted to the California Coastal CommisSio~~ imrnediately after City Council approval September 18, 1986. The amendment is to be heard by the Commission November 13, 1986. The Commission's San Diego District Office staff has completed their review of the submittal and has provided the City with their comments. The Council now is requested to approve an addendum to the submitted document in order to clarify certain items. With such an addendum it is expected that our amendment will satisfy the concerns of the San Diego staff. RECOMMENDATION: Approve resolution and authorize submission of the attached addendum to the Coastal Commission. BOARDS/COMMISSIONS RECOMMENDATION: Not Applicable DISCUSSION: The addendum attached hereto seeks to clarify several issues brought up in the review by the District Office staff. Under the Commission's administrative regulations this addendum may be heard by the City Council and submitted while the LCP amendment is being considered by the State Commission. Notices have been sent to all Bayfront property ownerships and interested parties and organizations. The addendum seeks to clarify the amendment by: a. Assuring adherence to the original intent of protecting views to the marshes and bay. b. Park and open space calculations will show an additional acre. c. Provisions for consideration of additional visitor serving uses prior to the construction of any housing. The landowner and the Planning Department have reviewed the proposed modifica- tions and are in agreement with the content of the changes. The Planning Department, however, is desirous of keeping the residential uses and has a concern if said use is removed. FISCAL IMPACT: Not Applicable PD/PB/sc Form A-113C (11/79)
