The contract is dated June 10, 1986. The City has prepared Change Order No. One in the amount of $48,016.15. RECOMI~~ENDATION: That Council adopt resolution 1. Approving Change Order No. One. 2. Granting 45 calendar day time extension. 3. Authorizing the City Engineer to execute the Change Order on behalf of the c; ty . BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: Olson Construction Company has started construction of the off-site 15" sewer main to serve the Eastlake Business Park. The off-site sewer main connects to an existing manhole located on Otay Lakes Road adjacent to the entry into the Otay Lakes Lodge P~lobile Home Park. It continues easterly along the Telegraph Canyon Creek to the Business Park for a distance of approximately 3450 lineal feet. About 2000 lineal feet of the sewer is actually within the drainage way and varies in depth from 10 to 17 feet. Ground water was discovered at an elevation 6 to 7 feet above the flow line of the sewer line. Further investigation showed that this condition existed for approximately 1900 feet, along the sewer line to be constructed. The groundwater condition and the method used to dewater resulted in only 80 feet of sewer being constructed over a five-day period. The subgrade was unstable and the trench walls kept caving and sliding, creating an unsatisfactory working condition. The City inspection staff directed the contractor to stop work in that area and move his operation easterly to more firmer ground until the site conditions were further investigated and a solution to the construction problems was determined. Several meetings were held with the Assessment District Consultants and Eastlake Development Company. San Diego Geotechnical Consultants, Inc. was retained by Eastlake Development to provide supplemental engineering geology and soils engineering data to evaluate sub-surface conditions encountered for a possible redesign of the sewer line and appurtenances. Page.2, Item 13 Meeting Date/~6 The report has been completed and based upon the recommendations contained therein, the sewer design was modified as follows: 1. Sewer pipe was changed to a more rigid and stronger material to withstand yvdrostatic pressures and potential settlement. 2. Depth of bedding was increased from 4" to 18". 3. An engineering fabric is added to envelop the bedding and pipe zone materials. 4. The pipe was raised slightly to compensate for settlement of the soils surrounding the pipe which is expected to occur when the fill is placed for Otay Lakes Road. The change in design was required because of the presence of ground water and alluvial type soils surrounding the pipe. The additional cost to perform the work required by the redesign of the sewer is estimated at $44,000.00. The unit costs are shown on the attached contract change order. An additional double luminaire light standard has been added to the contract which increases the number of light standards from 10 to 11 within the median island on Otay Lakes Road. This requires an additional 115 feet of conduit and wiring and one more pull box. The increase in cost for the street lighting system is estimated at $4016.15. The total change order cost is estimated at $48,016.15. or 1.9% of the total contract. We arp also recommending a 45 calendar day extension of time due to these changes. If approved, the contract completion date will change from November 21, 1986, to January 5, 1987. Eastlake Development Co. supports the approval of this change order. They have been very helpful and given assistance in the resolution of the problems. The construction plans and specifications were prepared by the developer's engineer, Rick Engineer Company. No geotechnical or soils investigation was made along the proposed alignment of the sewer on Otay Lakes Road. The plans were checked through the normal subdivision process, whereby these types of problems are the responsibility of the developer to correct when discovered during construction. Since the sewer is financed by an Assessment District, it still is the ultimate responsibility of the developer/homeowner and not the general city taxpayer. The amount is well with the contingency left in the bond reserve. The in situ groundwater and soils conditions were discovered at the time Olson Construction Company started work. FINANCIAL STATEMENT: Contingency funds are available from Assessment District 85-2, Contract 111A Account #620-6203-5569. Funding for the project comes from the sale of bonds under the "Improvement Bond Act of 1915." FISCAL IMPACT: None.
