E. Hazard Contacting Co., by Resolution 12507, was awarded the contract for placing paving overlay on various streets under our 1985-86 program. The contract is dated August 12, 1986. The work is now completed. RECOMMENDATION: That Council adopt resolution accepting the contract work. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: R. E. Hazard completed the placement of asphaltic concrete pavement overlay, 1985-86 program on September 2y, 1986. A final inspection was made on October 2, 1986, and all work was found to be completed in accordance with the contract specifications and to the satisfaction of the City Engineer. FINANCIAL STATEMENT: Authorized Expenditure Original Contract Amount Final Construction Cost $255,115.44 $248,739.11 213,051.30 213,051.30 Balance of Authorized Expenditure $ 42,064.14 The actual construction cost is $35,687.80 below the original contract amount. The savings is attributable to using a pavement engineering fabric between the old pavement and the new overlay known as a .SAMI (Stress Absorbing Membrane Interlayment). The purpose of the SAMI is to provide a waterproof membrane/barrier and to retard the growth of reflective cracking. Prior to bidding, an estimate was made of the amount of old pavement that would have to be removed and replaced. At time of construction, a field survey was made by engineering and maintenance personnel to determine the exact areas of pavement that had to be removed giving consideration that the use of a SAMI -vould eliminate the need to remove pavement which only showed minor cracking. The use of a SAMI reduced the amount of pavement to be removed by 8000 square feet and pavement replacement by 700 tons of asphalt concrete. FISCAL IMPACT: None.
