The Town Centre Project Area Committee (TCPAC) has established a priority for
the acquisition of additional sites in the downtown area for off-street
parking. Two sites have been identified for potential purchase on Landis
Avenue. These two contiguous parcels each contain three dwelling units. The
Town Centre Project Area Committee has requested Council concurrence in the
authorization of appraisals for these properties.
RECOMMENDATION: That the Council adopt the resolution and approve a
contract with Murray Allison & Associates to undertake an appraisal of the
subject properties for the sum not to exceed $1,125.
BOARDS/COMMISSIONS RECOMMENDATION: The Town Centre Project Area Committee,
at their meeting of July 3, requested Council concurrence for the appraisal of
the subject properties.
DISCUSSION:
The Town Centre Project Area Committee (TCPAC) has determined that the
acquisition of additional sites in the downtown area is a top priority in
order to keep pace with increasing parking demand. The Agency's approval of
the ADh1A mixed-use project at the corner of Landis Avenue and F Street has
prompted the TCPAC to re-evaluate parking demand/supply within the immediate
vicinity of the project. ADMA will not be providing 32 of the required 46
commercial parking spaces. Instead, they will pay an in-lieu fee for
parking. Also, the Chula Vista Sanitation building and parking lot, located
at 311 F Street, have recently been purchased and the new property owner is
interested in redeveloping the property for a restaurant use.
The TCPAC had identified both 281 and 285 Landis Avenue for expansion of the
existing public parking lot directly to the north (see vicinity map). These
contiguous rental properties are owned by a single property owner. Each
parcel has a single dwelling unit to the rear and a duplex fronting Landis
Avenue. Possible funding sources for acquisition of these properties include
Parking District funds from meter revenues and in-lieu parking fees, and
redevelopment funds.
Several local real estate appraisal firms were contacted to ascertain their
interest and/or ability in appraising the subject commercial properties. All
but two of the companies contacted appraise only residential properties or did
not respond to the request.

The two firms which submitted proposals are as follows:

The attached statement of qualifications indicates that Murray Allison &
Associates is not a MAI appraisal firm, but Mr. Allison is a certified
appraiser. For purposes of estimating the value of the subject parcels and
establishing a negotiation price, the firm is qualified to appraise the
properties and has provided a favorable quote.
Eminent domain proceedings are not anticipated with purchasing 281 and 285
Landis Avenue, but if litigation is pursued by the property owner, it may be
necessary to obtain the opinion of a MAI appraiser.
A contract for the sum not to exceed $1,125 for the subject appraisals has
been received and is attached to the resolution.
FISCAL IMPACT: The appraisal is estimated to cost $1,125. Funds will have
to be appropriated from the unappropriated reserve of the Parking Meter Fund
and transferred to Account #600-6000-PM03 in the Capital Improvement Fund.
