Reconstruction between Broadway and I-5 Freeway in the City of
Chula Vista, California

The work proposed for this project includes demolition, salvage, irrigation
and planting, and concrete flatwork in the existing median island between
Broadway and I-5 Freeway.
RECOMMENDATION: That Council reject the bids.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
The proposal was put out to bid three times. The first time was on
February 26, 1986, and only one bid by L. R. Hubbard Construction Co., San
Diego, for $127,797 was received. This was analyzed by staff as too high and
rejected.
The second time the project was put out to bid, three bids were received on
June 11, 1986, as follows:
Sapper Construction, San Diego $169,950.00
Valley Crest Landscape, San Diego $143,186.00
Silver Strand Masonry and Cement Contractors, San Diego $ 62,435.70
While the Silver Strand Masonry bid of $62,435 was below the Engineer's
estimate of $74,500, they subsequently indicated that they had made a major
error in their bid price regarding PCC pavement. Their quoted price was
$23,239 too low; the correct total bid then should have been $85,674. Staff
reviewed the quantity of concrete and agreed on the error amount. Council
rejected all the bids.
The third time bids were received on July 30, 1986, as follows:
Valley Crest Landscape, San Uiego
Lindo Engineering Co., La Mesa
$143,186.00
$131,772.00
Both of these bids still well exceed the Engineer's estimate of $74,500.

Staff is proceeding to do two things to facilitate the project in an
acceptable fashion at a reasonable price. First, a revised plan is being
prepared to reduce the forming and labor costs of the hardscape and the
landscape plant materials. Second, a better bid price can probably be
achieved if the project is combined with other smaller jobs resulting in one
larger overall bid contract. We are evaluating the possibility of combining
this job with the "E," "H" and "J" Street entry medians and the Marina Vista
Park entry at Bay Boulevard and "J" Street which total about another $76,000.
In conclusion, we recommend that the bids be rejected, plans revised and the
project combined with other landscape proposals.
FISCAL IMPACT: Sufficient monies were budgeted and carried over in the
FY 83-84 and FY 84-85 Capital Improvement Program for this project.
