sharing the cost of State highway electrical facilities with
the City of Chula Vista %

Since 1971, under existing freeway maintenance agreements, the State has been
billing tr-e City for the City's share of energy and maintenance costs for
traffic signals and safety lighting at the intersections of City streets and
State highways. These agreements do not specify the basis for calculating
these monthly billings or the intersections involved. The State has drafted
an amendment to the existing agreements which outlines the portion of
electrical and maintenance costs at each intersection for which the City is
responsible and the basis for calculating the monthly billings that we receive.
RECOMMENDATION: That Council approve this agreement with CalTrans for
sharing the cost of State highway electrical facilities with the City of Chula
Vista.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
The City of Chula Vista and CalTrans have had freeway maintenance agreements
for I-5 and I-805 since 1971. These agreements provide for the division of
maintenance responsibility between the City and the State with respect to
separation structures (overcrossings and undercrossings), City streets,
lighting installations, traffic service facilities and landscaped areas within
the limits of the freeway system. Under these agreements, the State has been
billing the City for a share of the energy and maintenance costs for these
street lights and traffic signal systems since 1971. Since these agreements
do not specify the energy and maintenance cost distribution for the individual
intersections in question, the State has drafted an amendment to these
agreements which outlines the portion of electrical and maintenance costs for
which the City is responsible.
Under this agreement, the City shares State incurred costs for electrical
facilities within the City for both electrical energy and for maintenance.
The monthly billings for traffic signal systems are based on actual
intersection costs for electrical energy and maintenance. Maintenance, as
specified in this agreement, includes labor (including an overhead
assessment), equipment, materials, and miscellaneous expenses. The monthly
billings for safety and sign lighting are based on calculated unit costs
derived by averaging District-wide costs each month for energy and
maintenance. Monthly billings for utility-owned and maintained lighting are
based on calculated unit costs derived from utility company billings.

Exhibit A of this agreement details the cost distribution (in percentage) for
each of the specified intersections of City streets and State Routes I-5,
I-805, and I-54 with respect to both traffic signals and safety lighting.
This agreement will become effective retroactive to May 1, 1986, and shall
remain in full force and effect until amended or terminated.
FISCAL IMPACT: There are no new or increased costs associated with this
agreement. Existing costs for traffic signals and safety lighting billed to
the City to CalTrans were $'x3,535.55 for FY 84-85. Estimated costs for FY
85-86 (tray and June bills have not yet been received) are approximately
$36,500. Projected costs for FY 86-a7 are approximately $40,000.

Agreement 11-5021, to provide for sharing the cost of
electrical facilities within the City.
This will supersede the Agreement we sent June 28, 1984.
If the agreement is satisfactory, please return three
signed copies together with three certified copies of
the authorizing Council Resolution. When the agreement.
has been signed by the State, we will return one fully
executed document and as many copies as you request
for your files. In the meantime, please keep the fourth
enclosed copy of the agreement for your information.
