HomeMy WebLinkAboutAgenda Statement 1986/10/07 Item 11 COUNCIL AGENDA STATEMENT Item 11 Meeting Date 10/7/86 ITEM TITLE: SUBMITTED BY: REVIEWED BY: Resolution /d 7~~ Appropriating funds for expenses for the arrival ceremony of the Ta11,,Ship Californian Deputy City Manager Thomson J~ City Manager (4/5ths Vote: Yes X No ) On Friday, October 17, 1986 the Tall Ship Californian will arrive at Chula Vista Harbor. The event will mark the first appearance by the ship in its Southern Home Port and will help kick-off the weekend of activities planned for the Diamond Jubilee. Staff is working with the Chula Vista Quarterdeck Committee and Diamond Jubilee Committee in an attempt to produce a high impact event for the City's birthday. This report describes the tentative program and the proposed budget for the event. RECOMMENDATION: That Council adopt the resolution appropriating $5,350 for expenses relating to the Californian arrival ceremony. BOARDS/COMMISSIONS RECOMMENDATION: Not Applicable DISCUSSION: The following program has tentatively been planned for the arrival ceremony: 1. A VIP shuttle bus will depart from Chula Vista Marina at 3 p.m. on October 17 to Southwestern Yacht Club. 2. VIP's will board the Californian and escort boat and depart the Southwestern Yacht Club at 4:00 p.m. Refreshments will be served on board both vessels. 3. KGTV Channel 10 will provide live coverage of the arrival with camera crews onboard, onshore at the Chula Vista Harbor and from the air with their "Sky 10" helicopter. Cox Cable will also cover the event for a future documentary on the Diamond Jubilee with camera crews onshore and in an Astrea helicopter. 4. The "Boosters of Old Town" will be onshore near the Chula Vista Pier to entertain throughout the event. This group, associated with the California Parks and Recreation Department, will appear in authentic dress from the Gold Rush period when the original Lawrence (the ship the Californian is based on) was deployed on the~~ornia coast. The group will stage a fashion show, set-up displays of 1850's military paraphernalia, and fire authentic cannon in salute as the Californian arrives. Page 2, Item 11 Meeting Date~Tffs 5. Upon arrival, the VIP delegation will be part of a reenactment of a traditional welcoming ceremony including 1850's Navy personnel onboard and 1850's Army personnel onshore. 6. A brief presentation ceremony will be conducted onshore to officially welcome the Californian to its new Southern Home Port. As part of the ceremony, t e P~ayor will present a gift to the Captain of the ship to emphasize the City's support for the Sea Cadet program. Two training kits, including sextants, charts, manuals and other training items will be presented to remain onboard for cadet use. 7. Shortly after the ceremony's completion at dusk, a fireworks demonstration will be performed to signal the end of the event. The conclusion will allow time for the people attending the ceremony to prepare for the seven balls later in the evening. 8. The following day (Saturday, October 18) the public will be allowed to board the ship and learn about its operation and programs from the ship's officers. This program is dependent on receiving approval from the Port District to construct a temporary dock and public access walkway. Through the Chula Vista Quarterdeck Committee, temporary docking and access walkways have been donated for use during the weekend. The City Council will be kept up to date concerning its involvement in the activities. Expenses for various elements of the program are listed below: 1. Fireworks 2. Advertising 3. Invitations/mailing $2,500 1,200 500 100 100 200 600 150 TOTAL $5,350 These costs were not budgeted and are in addition to the City's $25,000 annual payment to the Nautical Heritage Society to obtain Southern Home Port status for the Chula Vista Harbor. Of the initial $25,000 payment, the County of San Diego is contributing $9,000 and Income Property Group is contributing $2,500. FISCAL IMPACT: from the General for half the co' events.
