(4/5ths Vote: Yes No X ) The Assessment District budget adopted 7/lU/86 included funding for the steamcleaning of sidewalks along Third Avenue in the Town Centre area. Three bids were received for the steamcleaning job. The resolution is to award the contract to the lowest bidder. RECOMMENDATION: That the Council approve the resolution awarding the contract for steamcleaning sidewalks on Third Avenue in the Town Centre Landscaping District to Owen's Power Wash Systems. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: Funding for steamcleaning of the sidewalks -ras approved with the understanding that downtown commercial business would benefit from the overall improved image the downtown area would gain from improving the appearance of its sidewalks. The sidewalks are currently covered with chewing gum, stains and miscellaneous dirt. The budget includes funding for one steamcleaning during this fiscal year, but if it is deemed desirable, funds can be budgeted in subsequent years to do the job twice or more per year. Bids received for steamcleaning sidewalks on both sides of Third Avenue, from E Street to G Street, are as follows: Owen's Power Wash Systems $1,400 J & S Power Cleaning Service $2,350 Chula Vista Piobile Home Service $19,075 Owens, the low bidder, will guarantee that prior to payment they will remove gum, dirt and stains from sidewalks to the satisfaction of the City. They are an insured company. It is anticipated that the work will begin immediately and be completed in two weeks. Arrangements will need to be made to reroute pedestrian traffic away from areas to be cleaned. The cleaning will take place in the early morning, from dawn until the time commercial businesses open on Third Avenue. FISCAL IMPACT: Cost of the steamcleaning is expected to be $1400. Sufficient funds are in the Town Centre Landscaping District Account #575 5750 5262. An amount of $2350 was specifically budgeted for this item. COUNCIL AGENDA STATEMENT WPC 2512H ~~~!/ r~~ _._.~.~ CIlY OF CHULA VISfA COMMUNITY DEVELOPMENT DEPARTMENT October 2, 1986 Kay Owen Owen's Power Wash Systems 3455 Willow St. Bonita, California 92002 Dear Ms. Owen: If it is agreeable to both parties, let this letter, when signed by both parties, serve as a contract between the City of Chula Vista and Owen's Power Wash Systems for the steamcleaning of sidewalks on Third Avenue between "E" Street and "G" Street. The terms of this contract shall be as follows: 1. Owen's Power Wash Systems, hereinafter referred to as "vendor", shall furnish labor, equipment and chemicals to steamclean sidewalks from buildings to street on both sides of Third Avenue, from "E" Street to "G" Street. 2. Sidewalks will be pretreated if necessary and other measures may be used to ensure that gum, dirt, spills and stains shall be removed from sidewalks in the above-identified location. 3. Work shall be performed only during the times agreed to by the City and its representatives. Work is not to take place at such times that commercial businesses on Third Avenue would be disrupted. 4. Vendor shall place signs and barricades and reroute pedestrian traffic only according to the methods acceptable to the City. Prior to the start of work, vendor shall meet with representatives of the City to discuss these activities and gain City acceptance of the methods to be used. 5. The City shall pay vendor an amount not to exceed $1,400 upon satisfactory completion of the work described in this agreement and after submission of an invoice to the Community Development Department. b. All work is to be completed in a worka~nlike manner according to standard practices. Vendor shall provide proof of insurance prior to commencing work. 8.
