HomeMy WebLinkAboutAgenda Statement 1986/10/07 Item 08CITY COUNCIL AGENDA STATEMENT Item 8 ~~ Meeting Date 10/7/86 ITEM TITLE: RESOLUTION ~o~ 7~proving an agreement with the Salvation Army as a subgrantee in the City's Community Development Block Grant Program SUBMITTED BY: Community Development Director REVIEWED BY: City Managerc~ (4/5ths Vote: YESNO X ) At the May 13, 1986 Council hearing on the City's 1986-87 Community Development Block Grant (CDBG) budget, Council approved funding the Salvation Army in the amount of $19,600 to pay for the hiring of a case manager and support services. Following a delay from the U.S. Department of Housing and Urban Development (HUD) to determine the eligibility of the project, the project has been cleared for funding. A contract between the City and the Salvation Army is now presented for approval. RECOMMENDATION: That the Council adopt the resolution approving the contract with Salvation Army and authorizing the Mayor to execute said agreement. BOARDS/COMMISSIONS RECOMMENDATION: Not Applicable DISCUSSION: The Salvation Army is a primary and emergency service provider operating in Chula Vista and throughout the United States. The Social Services Division provides food, shelter, vouchers, prescriptions, transportation and case management for families in need, particularly the unemployed and very low income. The Public Services Division is separate from the Salvation Army Church and the Thrift Stores and Men's Shelters operated by the Church. The approved CDBG funding of $19,600 is for the Social Services Division to hire a bi-lingual case worker for the Chula Vista office. The case worker will interview clients, arrange for them to receive assistance items and services when appropriate, and refer them to other agencies for additional assistance and counseling. A portion of the funding, not to exceed $3,000, is to pay for assistance items such as food, shelter, prescriptions, transportation and clothing. The City is funding several other social service organizations as part of its 1986-87 Block Grant Program and the contracts for these other organizations were approved by the Council in July, 1986. The reason for the delay with the Salvation Army contract is that HUD legal representatives questioned the eligibility of the local Salvation Army for CDBG funding. Clearance for funding the program was not obtained from HUD until mid-September. The questions from HUD arose because a local Salvation Army operation in a Midwest state had been found to be using CDBG funds to further its religious activities. HUD delayed the Chula Vista Salvation Army funding until it was determined that the funding ban on the Salvation Army branch in the Midwest could not be applied to the local operation. Page 2, Item 8 Meeting Date 10 7 86 There have been extra HUD-approved stipulations included in the contract to ensure that the Salvation Army Social Service Division is involved with no religious proselytizing and practices no discrimination of clients or employees for religious reasons.
