SUBMITTED BY City Engineer via Director of Public Works ~~ l~ '~ ~ v ~-~ ITEM EXPLANATION (4/5TH'S VOTE REQUIRED YES NOx ) The City Council on September 13, 1977, by Resolution No. 8812 established an Underground t,'tility District on Third Avenue from "G" Street to "K" Street. On August 8, 1978, by Resolution No. 9220 the City Council established July 1, 1979, as the date for poles, overhead wires, and associated overhead structures to be removed within the Third Avenue Undergrounding District 108 from "G" to "H" Street and from "I" to "K" Street. San Diego Gas & Electric Company, Pacific Telephone Company, and Mission Cable T.V. are presently engaged in the undergrounding of their facilities within Third Avenue. Pacific Telephone Company is performing work above and beyond that which would normally be required in an undergrounding district. In addition to the ordinary conversion work, Pacific Telephone Company is also installing a new underground 27 duct major trunk structure. On January 2, 1979, staff received a written request from Pacific Telephone Company to extend the poles out date as established by City Council Resolution No. 9220. Pacific Telephone Company is requesting that the poles out date be extended from July 1, 1979, to October 15, 1979. Pacific Telephone Company's reasons for this request to extend the poles out date are as follows: 1. The work required to complete their undergrounding project is of greater magnitude than they originally anticipated. Pacific Telephone Company's contractor who is placing the sub- structures is three months behind schedule. The delay in the schedule is due to unforeseen conflicts with existing underground utility facilities and structures, i.e., vaults, manholes, etc. 3. After Pacific Telephone Company completed their detailed engineering, they found out that a great deal of the work required sequence splicing thereby limiting the number of cable splicers that could be engaged in work at the same time. Engineering staff has reviewed Pacific Telephone Company's request for an extension of the poles out date on Third Avenue from "G" Street to "K" Street and, under the circumstances, finds the request reasonable. As in the past, San Diego Gas & Electric Company will remove their poles which are not in joint use with the telephone company upon completion of their work. Poles which would remain until October 15, 1979, would be only those poles which are required to support telephone company facilities. The extension of the poles out date from July 1, 1979, to October 15, 1979, could possibly delay the start of construction of the Third Avenue Widening Project from "G" to "I" Street as much as 22 months. This delay is based upon a preliminary engineering schedule for the widening of Third Avenue which schedule could change as the tentative construction date is approached. At the present time, Engineering staff sees no significant problems if the poles out date is extended to October 15, 1979. The contractor for the Third Avenue Widening Project would be able to coordinate his work with Pacific Telephone Company such that the removal of the poles on October 15, 1979, would not affect the contractor's construction of the sidewalk and pavement. The poles would be removed before the contractor got to this stage of construction. At the present time, the poles are not scheduled to be removed for that portion of Third Avenue between "H" and "I" Street. On July 5, 1978, the City Council by Resolution No. 9173 granted a temporary exemption from undergrounding overhead utilities within the Third Avenue Under- grounding District between "H" and "I" Streets. This exemption was approved by City Council upon the request of San Diego Gas & Electric Company due to the uncertainty of the development for the South Bay Regional Center. The request of Pacific Telephone Company to extend the poles out date will only affect that portion of Third Avenue between "G" and "H" Street and "I" and "K" Streets. 9yy 9
