The California Library Services Act became effective July 1, 1978. One of the most
important features of the Act is to "encourage and enable the sharing of resources
between libraries." One way of "enabling the sharing of resources is to "reimburse
equitably any participating library for services it provides beyond its jurisdiction.
Another way is to provide for cooperative library system services. The Chula Vista
Public Library is a member of the Serra Cooperative Library System. There will be
no discernible change in the patterns of library book collection development amongst
Serra system member libraries. No one library will become any more dependent upon
one library over another. The California Library Services Act will have no effect
on our autonomy or services. The California Library Services Act specifically pre-
vents such a possibility. The Act states in part that - "The legislature declares
that its policy shall be: (a) To reaffirm the principle of local control of the
government and administration of public libraries" "(b) To require no library,
as a condition for receiving funds or services under this chapter, to acquire or
exclude any specific book, periodical, film, recording, picture or other material, or
any specific equipment, or to acquire or exclude any classification of books or
other material by author, subject matter, or type."
While the California Library Services Act is funded annually, this reimbursement
from the CLSA should not be construed as seed money. With participation in the
California Library Services Act, the Chula Vista Public Library will be reimbursed
for mutually beneficial interlibrary services that we have performed in the past with
no reimbursement. We will now receive payment for these regular and established
procedures. Should the Chula Vista Public Library not participate in this program,
this would not necessarily be sufficient cause to eliminate us from the Serra Cooperative
Library System.

FINANCIAL IMPACT
There will be no costs to the City of Chula Vista. Revenue of approximately $600 to
$1,000 will likely be generated from Interlibrary Loans. The current projections are
that the Chula Vista Public Library will receive $50,000-$60,000 as reimbursement for
Direct Loans.
STAFF RECOMMENDATION
Under the California Library Services Act, we are now eligible for retroactive
(from July 1, 1978) reimbursement for the same services we have already been performing
without reimbursement. The City Librarian recommends City Council approval of the
resolution.
BOARD/COMMISSION RECOMMENDATION
At a special meeting of the Library Board of Trustees on December 20, 1978, the
Board unanimously approved this resolution and "strongly supports participation
by the City of Chula Vista in the California Library Services Act as recommended

Participating libraries are reimbursed for certain in-kind services related to re-
source sharing. These services are the same in type and scope and quantity that
the Chula Vista Public Library has been performing since entering the Serra
System ten years ago. They are:
INTERLIBRARY LOANS - The Chula Vista Public Library will receive payment
for every book loaned to any other publicly-supported library in the state.
In addition, the library may borrow materials from any other publicly-
supported library in the state at no charge. They will be reimbursed from
state funds. The Chula Vista Public Library will be reimbursed for lending,
but not charged for borrowing, any books or materials from other libraries.
(Proposed payment is $2.26 per loan.) These funds, which could amount
to approximately $600 to $1,000, are to be placed in the operating budget
of the Serra Cooperative Library System.
DIRECT LOANS - (Universal borrowing and equal access): The library will
be paid for lending materials to any Californian who is not a resident
of Chula Vista. In turn, Chula Vistans can borrow from any other public
library in the state. We will be reimbursed for loans we make to Californians
who do not live in our jurisdiction. (Payment is $.40 per transaction/book loaned.)
It is now estimated that anticipated income to the Chula Vista Public
Library for Direct Loans at $.40 per transaction will amount to approx-
imately $50,000-$60,000 per year. The California Library Services Act
law states that such reimbursement shall supplement library revenues.
Also, in order to facilitate resource sharing, the California Library Services
Act authorizes payment for other important Serra System services:
TELECOMMUNICATIONS - The System pays for the telecommunications necessary
for sharing and receiving library resources. This includes both telephone
and teletype costs.
DELIVERY - The System pays for a customized delivery service, providing
24-hour service between 22 public and academic libraries in San Diego
County.
REFERENCE AND INFORMATION SERVICES - The System enables the answering of
questions from research centers that cannot be answered at your local
library. These are questions that require specialized and high-cost
reference materials that local libraries should not have to buy.
CONSULTANT AND CONTINUING EDUCATION SERVICES -
Chula Vista has 4.5% of the population of the Serra System area. The System's
budget this year is approximately $420,000. Chula Vista should receive
proportionate benefits amounting to approximately $18,900 from System services.
(This does not include interlibrary and direct loans.)
Chula Vista taxpayers will not enjoy the proportionate benefits of their tax
payments if the City does not join the System and participate in the California
Library Services Act Program.
