The City Council at the September 5, 1978 meeting, authorized the solicitation of
proposals for the evaluation of the tourist industry promotion and visitor potential
of the City. A request for proposal was prepared and approved by the Mayor's Ad-Hoc
Advisory Committees for both Economic Development and Visitor Industry. Seven pro-
posals were received and four of the respondents were invited for an oral interview
by a committee composed of Councilman George Gillow (Visitor Industry), Mr. Robert
Campbell (Economic Development Committee) and Paul Desrochers representing City staff.
.The firms interviewed were:
Analysis Research Limited, San Diego
Copley International Corporation, La Jolla
Economic Behavior Analysts, San Diego
Intercontinental Marketing Investigations, Rancho Santa Fe
It is the recommendation of the committee that Copley International Corporation be
selected. Their scope of work is outlined in the attached exhibit. In the opinion
of the reviewers, this firm can obtain the basic information most objectively and,
more importantly, can provide the independent analysis for direction in the future.
Copley International Corporation (C IC) is a diversified entity which provides market
analysis to public and private clients throughout the county. While they are a
subsidiary of the Copley Press, their management is independent and not connected
with the newspaper. The La Jolla CIC office is the firm's home base; their staff is
diversified and has had a great deal of experience in the visitor industry having
recently completed a study for Oceanside; they have a continuing relationship with
the San Diego Convention & Visitors Bureau as well.

The $14,800 fee is about the middle range of cost proposed by the competing firms.
A low of $9,850 and a high of $40,000 were proposed. CIC suggested that an addi-
tional $1,800 be spent fora continuing update of services. It is the opinion of
this writer that such an expenditure may be premature at this time and should be
held off until completion of the study.
Funds for the study are available from Community Development Block Grants in the
amount of $10,000 which was budgeted in this year's appropriation. The excess,
or $4,800, is proposed to be allocated from the unappropriated reserve.
The committee suggests that should the CIC proposal be considered too costly, the
firm of Economic Behavior Analysts be chosen. Their cost was $9,850. While they
proposed to obtain much of the same type data as CIC, their evaluation and analysis
was not considered to be as comprehensive.
A three month time limit is proposed for the work which would provide the Council
with information at the beginning of the budget season.

to be incurred by the contract or agreement authorized by the
attached resolution can be incurred without the violation of any
of the provisions of the Charter of the City of Chula Vista, or
the Constitution or the laws of the State of California, that
sufficient monies have been appropriated for the purpose of said
contract, that sufficient monies to meet the obligations of the
contract are actually in the Treasury, or are anticipated to come
into the Treasury to the credit of the appropriation from which
the same are to be drawn, and that said monies now actually in
the Treasury, together with the monies anticipated to come into
the Treasury, to the credit of said appropriation are otherwise
unencumbered.
