Resolution 9434 Accepting Bids and Awarding Contract for
ITEM TITLE Placement of Street Resurfacing on "H" Street from I-5 Freeway
to Third Avenue; Authorization of Increase in Scope of Work

ITEM EXPLANATION (4/5TH'S VOTE REQUIRED YES NO x )
At 11:00 a.m. on November 30, 1978, in the Engineering Conference Room,
the City Engineer received sealed bids "For Placement of Street
Resurfacing on "H" Street from I-5 Freeway to Third Avenue in the
City of Chula Vista, County of San Diego." The scope of the project
involves the placing of a 1-1/2 inch overlay on the existing pavement.
After paving City forces will restripe the streets.
Bids were received from five contractors as follows:
1. Huntmix, Inc. - San Diego $73,365.39
2. Daley Corporation - San Diego 75,713.50
3. V. R. Dennis Construction Co. - San Diego 77,777.50
4. R. E. Hazard Contracting Co.- San Diego 84,963.65
5. Asphalt Inc.- El Cajon 92,266.70
The low bid submitted by Huntmix, Inc. is below the Engineer's estimate
by $2,599.46. This low bid is below the Engineer's estimate of
$75,964.85 by 3.4%. We have reviewed the low bid and find it to
be acceptable.
This project was included as a regional arterial overlay project under the
FAU guideline for the 1976 program. Therefore, it competed for funds
on a regionwide basis and the funding does not come from the City's
discretionary FAU funding.
Engineering staff submitted this project for the FAU program based upon
recommendations of Road rater study completed in 1973. The origional
budget request was based upon not paving the south side of "H".Street
between I-5 and Broadway.

Cost of the project is being financed with Gas Tax funds and FAU funds.
City will assume maintenance of the improvements upon. completion of
the project.
STAFF RECOMMENDATION
1. City Council authorize added scope of work, overlay of south half
of "H" Street from I-5 Freeway to Broadway.
2. City Council authorize the expenditure of $81,500 from "H" Street
resurfacing, I-5 to Third, Droject GT-81, account #250-2501-GT81.
3. City Council accept bids and award contract to Huntmix, Inc. in
the amount of $73,365.39.

During the design phase of the project, it was discovered that the
south side should be overlayed because a utility trench is subsiding
in several locations causing an uneven riding surface. An additional
appropriation will not be necessary since budgeted funds are adequate to
cover the increased scope of project. The amount attributed to the
increased scope is $11,940. The State has agreed to this increased
scope of work and FAU funds will pay for a major portion of the
additional expense.
The State Department of Transportation has reviewed the bids and has
authorized the award of contract.
Financial Statement
Gas Tax funds have been budgeted for the "H" Street Resurfacing I-5
to Third Avenue, Project GT-81, and sufficient funds are available for
the increase in scope of work. FAU funds will reimburse the City for
a major portion of the work.
