Resolution 9433 Rejecting Bids for the Construction of a
ITEM TITLE Storm Drain System from Alvarado Place to and Beyond "H"
Street, Chula Vista, California

ITEM EXPLANATION (4/5TH'S VOTE REQUIRED YES NO x )
At 11:00 a.m. on November 16, 1978, in the Engineering Conference Room,
the City Engineer recieved sealed bids far "The Construction of a
Storm Drain System From Alvarado Place to and Beyond "H" Street, Chula
Vista, California." The scope of the work included installation of
storm drain pipe, inlets, curb, gutter, sidewalk, drainage channel
connection, asphalt paving, property restoration and other miscellaneous
related work.
Bids were received from two contractors as follows:
1. Thibodo Construction Co., Inc.
2. Cameron Brothers Construction Co., Inc.
$126,912.83
$157,690.80
The low bid submitted by Thibodo Construction Co., Inc. is above the
Engineer's estimate by $41,525.83. This low bid is above the
Engineer's estimate of $85,387 by 48.60.
Engineering staff finds that the bids are unacceptable because we
believe they are too high and recommend that the bids be rejected.
The high cost we believe is due to lack of competitive bids and can be
attributed to
1. the present construction activity in the private sector
2. construction of the project in the winter months and rainy season.

City Council reject the bids and direct staff to re-advertise at a
later date when conditions are appropriate.

Engineering staff recommends that the project be rescheduled so
that construction occurs during the summer months and construction
activity slackens to a point where contractors will be interested
in bidding the project.
Next time staff plans to bid alternative solutions to the drainage
problem. These solutions vary from providing drainage protection
as recommended in the Fogg report (a 10-year storm) to that of making
the present storm drain system work to its maximum efficiency.
