ITEM TITLE Resolution 9432 Approving the Use of Federal Revenue Sharing for
Financing a Portion of Fire Suppression Salaries
and Wages

The City Council approved Resolution No. 9157 on June 27, 1978 adopting the final
budget of the City of Chula Vista for the fiscal year beginning July 1, 1978 and
ending June 30, 1979. In the Schedule of Interfund Transfers for the 1978-79 budget
the expenditure of up to $369,700 of Federal Revenue Sharing Funds was authorized
to help finance general government operations.
The Federal Revenue Sharing Act requires that recipient governments maintain fiscal
accounts in a manner which will permit preparation of required reports and tracing
of expenditures to a level which will establish that funds have been used in
accordance with the Act.
A Federal Revenue Sharing transfer to the General Fund, without designating the
specific use, will not permit tracing expenditures as required by the Act.
We could specify the use of Federal Revenue Sharing Funds to finance any General
Fund department activity. I recommend, however, that we limit the number of
activities to be financed by Federal Revenue Sharing and further narrow the use to
"salaries and wages". This will reduce staff time required in completing neces-
sary Federal Revenue Sharing reports. Additionally, the audit of Federal Revenue
Sharing Funds by an independent Certified Public Accountant as required by the
Act can be accomplished in less time, saving the City money.
I therefore recommend the financing of Fire Suppression "Salaries and Wages"
(Account 100-1240-5101) for the 1978-79 fiscal year in the amount of $369,700.00,
from Federal Revenue Sharing as provided in the schedule of interfund transfers.
