BACKGROUND Pursuant to City Council instruction, the Planning Department, in conjunction with the Department of Building and Housing, prepared a policy for the Conservation of Energy and Water within the City of Chula Vista. Subsequent Council action continued the adoption of this policy until December 19, 1978 so that staff could conduct an analysis of CPO's energy plan for the purpose of providing guidance to Council. B. ANALYSIS 1. The City Planning and Building and Housing staffs have reviewed the six policies and twenty action programs which comprise CPO's Regional Energy Plan, and have compared and contrasted such with Chula Vista's Draft Policy for the Conservation of Energy and Water. These staffs have also discussed the two plans with the regional planners of CPO. 2. The preparers of this report and CPO's planners concur that the CPO and Chula Vista Energy Plans are virtually congruent from the standpoint of energy conservation policy. The difference between the two plans primarily involves implementation method- ology. The Chula Vista Plan's program of effectuation is predicated upon policy guide- lines which emphasize the administration of State regulations and uniform codes, and the application of energy-conservation principles during the course of the subdivision map and design review processes. 3. CPO's action programs, on the other hand, propose the enactment of stringent ordinances and regulations, and deemphasize the organic and individual project evaluation processes upon which city planning and code administration in Chula Vista is founded. The CPO Plan, for example, recommends the employment of solar easements and access rights. Adopt the "Policy for the Conservation of Energy and Water within the City of Chula Vista" as the city's policy for conservation. 2. Direct staff to continue its studies on energy and water conservation and endeavor to coordinate its specific energy and water conservation studies with those of the City and County of San Diego and CPO in an effort to promote uniform conservation regula- tions throughout the San Diego region. BOARD/COMMISSION RECOMMENDATION On September 13, 1978 the Planning Commission voted 6-0 to recommend adoption of the Policy for the Conservation of Energy and Water within the City of Chula Vista in accord- ance with Resolution PCM-79-6, and the ado,~,~f Negative Declaration IS-78-58. While solar easements are theoretically supportable, their practical application is difficult and their enforcement could be time consuming and costly. 4. The CPO Plan manifests a regional character, and provides valuable guidelines for regional energy conservation. Notwithstanding these factors, its action programs must be tailored to local conditions and financial resources. Actually, Chula Vista's Policy for Energy and Water Conservation does this tailoring. It restates the energy conservation policies of the CPO Plan and translates its action programs into a methodology which is traditional to local administration. This translation is essential due to the vast differ- ence in scale and level of service which differentiates the city planning practice from regional planning practice. 5. On January 1, 1979, an amendment to the Subdivision Map Act becomes effective. The amendment requires that subdivisions, to the extent feasible, shall be designed to provide for passive or natural heating or cooling opportunities. Staff anticipates meeting with subdividers and their engineers to discuss methods of implementing this new provision of the Act.
