Tennis Courts and App~¢opriating Funds for the Project SUBMITTED BY Director of Parks and Recreation ~~ ITEM EXPLANATION (4/5TH'S VOTE REQUIRED YES. X NO ) The lights on the tennis courts at Chula Vista, Castle Park and Hilltop High Schools are presently controlled by timers that turn the lights on at sunset and turn them off at 10:00 p.m., Tuesday through Saturday. The courts are dark on Sunday and Monday nights in accordance with a City Council approved plan to conserve electrical energy and funds. Under the present system, the lights remain on during the sunset to 10:00 p.m. period, even when the courts are not being used. Staff has devised a plan whereby the lights will be turned off automatically when the courts are not in use. The plan calls for augmenting the present timers that turn the lights on and off, with new 60-minute timers. Under this proposed plan, the present timers will supply power to the new 60-minute timers at sunset, but the power will only be supplied to the lights after a button is pressed by a tennis participant. Once the button is pressed, the lights will renain on for 60 minutes. If the button is not pressed again during the 60-minute period, the lights will automatically be extinguished at the end of the period. Note is made of the fact that there is a 15-minute delay between the time that the power is supplied to the lights and the lights illuminate. The estimated cost to install the timers on the tennis courts at the three high schools is $1,400. Funds are available in the unappropriated balance of the Park Acquisition and Development (PAD) fund, to cover the cost of this project. If, under the new system, the lights are turned off for an average of one hour per night, the timer costs will be amortized in one year.
