HomeMy WebLinkAboutAgenda Statement 1978/12/12 Item 16CITY OF CHULA VISTA COUNCIL AGENDA STATEMENT Item No.~ 16 For meeting of 12/12/78 Resolution ~~/Q Approving Agreement Between Barton-Aschman ITEM TITLE Associates, Inc. and the City of Chula Vista for Professional Services to Prepare a Feasibility Study for Construction of a Transit Center !~ SUBMITTED BY Director of Public Works ~~~ ITEM EXPLANATION (4/5TH'S VOTE REQUIRED YES NO x ) The 1976 Chula Vista five-year Transit Dvelopment Program recommended the construction of a Transit Center located in or quite near to the Chula Vista Shopping Center. This facility would be an integral part of the City's overall transportation system as it is intended to be the hub of Chula Vista Transit's planned "pulse scheduled" operation. Pulse scheduled fixed route transit operations are based on the concept of having all the buses arrive and depart at the same central point within about 10 minutes of each other, thereby facilitating convenient transfer arrangements. It is expected that all seven CVT routes and two San Diego Transit (SDTC) routes (29 and 32) will converge on the proposed transfer terminal. This Center will be a definite aid in improving time coordinated transfers between CVT buses as well as between CVT and SDTC buses. It is expected that this transit terminal will include an information kiosk, and appropriate street furniture and planted areas. It is also anticipated that there will be convenient parking available for CVT and SDTC passengers. The proposed Transit Center design and construction was funded last year as a Federal Aid Urban (FAU) transit assistance project in the amount of $207,000 ($170,000 Federal and $37,000 LTF monies). Since UMTA is the designated Federal agency to administer all FAU transit assistance projects the proposed Transit Center design and construction will be included in the City's UMTA Section 3 Capital Grant application. This grant application will be discussed before Council at a Public Hearing early next year. UMTA will fund 80% or a maximum of $166,000 of the cost of construction of the Transit Center and LTF will finance 20% or approximately $41,000 of total construction expenses. Since manpower and related as regards the possibility study, it was decided that be hired to prepare such a firms were interviewed and based on cost and technica expertise are currently not available of staff developing a suitable feasibility a qualified consulting firm study. The following five consulting Barton-Aschman Associates were selected 1 proposal factors: 1. CEP Associated 2. Owens/Araiza Architects 3. Stephen George Associates 4. Deleuw, Cather & Co. 5. Barton-Ashman Assoc., Inc. Barton-Aschman Associates has agreed to provide engineering services required to prepare detailed construction plans and working specifi- cations for construction of the Transit Center. The scope of services required of this firm consists of the following four major tasks: 1. Site alternatives selection 2. Circulation analysis a. Particular attention will be paid to all relevant possible impacts of the MTDB light rail system and the "H" Street Station on the proposed Transit Center. 3. Conceptual Design a. A major subtask will be the preparation of an initial study of environmental impact. 4. Preparation of contract plans, specifications, and cost estimates for construction of the Transit Center and a possible bus turnout lane. Barton-Aschman will provide 277 direct hours at a cost of $3640 (or $13.14/hour). The firm of Wallace, McHary, Roberts, and Todd would be hired as a subcontractor to provide urban design/landscape architect services at a cost of $5,100. (The $3640 figure and the $5100 figure are included in the total $17,000 contract cost.)
