ORDINANCE OF THE CITY OF CHULA VISTA AMENDING CHULA VISTA MUNICIPAL CODE TITLE 19, SPECIFICALLY CHAPTER 19.36 (CENTRAL COMMERCIAL ZONE); SECTION 19.58.205 (UPDATE THE MIXED USE DEVELOPMENT STANDARDS); AND ADDING NEW SECTION 19.58.075 (BARS, COCKTAIL LOUNGES, NIGHT CLUBS) (SECOND READING AND ADOPTION) (Assistant City Manager/Development Services Director) B. ORDINANCE OF THE CITY OF CHULA VISTA AMENDING THE ZONING MAPS ESTABLISHED BY CHULA VISTA MUNICIPAL CODE SECTION 19.18.010 BY REZONING CERTAIN PROPERTIES FRONTING ON BROADWAY BETWEEN L STREET AND NAPLES STREET CURRENTLY ZONED COMMERCIAL THOROUGHFARE (CT) TO CENTRAL COMMERCIAL WITH PRECISE PLAN (CC-P) (SECOND READING AND ADOPTION) (Assistant City Manager/Development Services Director) Staff recommendation: Council adopt the ordinances. 3. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA REJECTING ALL BIDS AS NON-RESPONSNE FOR THE LAUDERBACH COMMUNITY CENTER REPAIR PROJECT (CIP NO. GG312) AND DIRECTING STAFF TO RE-BID THE PROJECT (Director of Public Works) Staff recommendation: Council adopt the resolution. 4. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA WAIVING THE FORMAL BIDDING PROCESS AND APPROVING THE FIRST AMENDMENT TO AN EXISTING TWO-PARTY AGREEMENT BETWEEN THE CITY OF CHULA VISTA AND MARION B. BORG ENVIRONMENTAL CONSULTING SERVICES, RELATED TO THE PREPARATION OF ENVIRONMENTAL DOCUMENTS AND THE COORDINATION AND OVERSIGHT OF THE PREPARATION OF ENVIRONMENTAL DOCUMENTS, ON BEHALF OF THE CITY OF CHULA VISTA (Assistant City Manager/Development Services Director) Staff recommendation: Council adopt the resolution. 5. REPORT OF INTENTION TO OFFER TO LOCAL PUBLIC SAFETY POLICE WHO ARE MEMBERS OF THE CALIFORNIA PUBLIC EMPLOYEES RETII2EMENT SYSTEM (CALPERS) ANOTHER OPPORTUNITY TO RETIRE WITHIN A DESIGNATED PERIOD AND RECEIVE TWO YEARS ADDITIONAL SERVICE CREDIT PURSUANT TO GOVERNMENT CODE §20903 (Director of Human Resources) Staff recommendation: Council accept the report. CONSIDERATION OF APPROVING AN ADDENDUM TO THE FINAL ENVIRONMENTAL IMPACT REPORT, FEIR-06-O1 (Continued from January 18, 2011) (Assistant City Manager/Development Services Director) Staff recommendation: Council conduct the public hearing and place the following ordinance on first reading: ORDINANCE OF THE CITY OF CHULA VISTA APPROVING THREE MINOR AMENDMENTS TO THE URBAN CORE SPECIFIC PLAN TO: 1) RECLASSIFY THIRD AVENUE BETWEEN E AND H STREETS FROM A FOUR LANE TO A TWO LANE DOWNTOWN PROMENADE; 2) MODIFY THE RESIDENTIAL PARKING STANDARDS FOR THE CORRIDORS DISTRICT; AND 3) ADD OUTDOOR DINING DESIGN GUIDELINES AS AN APPENDIX TO THE URBAN CORE SPECIFIC PLAN (FIRST READING) OTHER BUSINESS 7.
