HomeMy WebLinkAboutReso 1988-13814 RESOLUTION NO. 13814 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING SUBMITTAL OF APPLICATION FOR THE CALIFORNIANS AGAINST WASTE (CAW) RECYCLING PROJECT The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, in late September, 1988, the City received a letter from the State Department of Conservation announcing a new project sponsored by the Recycling Division, and WHEREAS, grant funds have been awarded to Californians Against Waste (CAW), a statewide, nonprofit, private agency dedicated to reducing waste and effecting environmentally sound solid waste management in order to select a community to provide a twelve month program to research, coordinate and implement the planning process for a comprehensive recycling program, and WHEREAS, cities and counties with little or no recycling activities were encouraged to apply for these consultant services, and ._ WHEREAS, the County of San Diego has recently adopted a 0% waste stream reduction goal by 1992 for the Solid Waste _~anagement Plan, and WHEREAS, through SANDAG's Regional Recycling Strategy Advisory Committee, the County has communicated the urgency of the cooperation of local cities in achieving the goal, since we are dependent on County landfills. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula Vista does hereby approve the submittal of an application for the Californians Against Waste (CAW) Recycling Project. Goss, City Managej~ FROM: Stephanie Popeki)Principal Management Assistant SUBJECT: Californians Against Waste (CAW) Recycling Project This is to advise you that staff has recently learned of a new project sponsored by the State Department of Conservation and performed by Californians Against Waste, a non-profit private agency. The CAW Recycling Project will select one California community which presently has little or no recycling activities. Over a one-year period, CAW will work with the selected local government to research, coordinate and implement a comprehensive model community recycling plan. An application for this project must be sent by October 14, 1988, although additional material can be sent subsequently. Because recycling is an issue of importance to the City Council and because of the time constraints, staff is pursuing consideratior for the project and will bring a resolution to Council at the October 25, 1988 meeting. The application at this time does not commit Council to any program. GOSS ZED PERSON CITY MANAGER (619) 691-5031 E PRINCIPAL MANAGEMENT ASSISTANT (619) 691-5031 THE CITY Chula Vista is a city covering 30 square miles and located seven miles from downtown San Diego. The City has the potential for doubling in size by the year 2010. The latest population figures of 125,803 rank it as second in San Diego County. The community is diverse, having about 49,000 single- and multi-family residences and over 3,000 industrial, commercial and office-type businesses. Economic and business growth rates exceed the national average. The median age of City residents is 29 years, and nearly 30 percent have college degrees. RECYCLING NOW The City currently has 12 convenience zone recycling centers and a number of state-certified private recyclers. Although specific information is not readily available, there are drop-off centers located around the City, and residents support community recycling drives through civic and educational organizations and churches. Municipal involvement in recycling and waste reduction activities is only beginning. As a first step, the City will be expanding an internal recycling program as soon as the service provider has been selected. Although there is no particular plan at this time, preliminary research has been done on the development of a curbside recycling program. And, although there is little actual activity, the City continues to participate in the Regional Recycling Strategy Advisory Committee coordinated by the San Diego Association of Governments (SANDAG). OUR COMMITMENT The City of Chula Vista is motivated by the reality of today's landfill crisis and the viability of waste management options: waste-to-energy options are not politically feasible, and the rising cost of land leaves recycling as the only fiscally responsible choice. Bringing the motivation even closer to home, the City has no landfill of its own and must rely on the County's landfills. The County's Solid Waste Management Plan ICoSWMP) has recently adopted a goal of a 30% reduction in the wastestream by 1992. Based on current estimates, this will mean a reduction or diversion from the City's landfill waste of about 60,000 tons annually. The City Council understands the importance of interjurisdictional cooperation and recognizes that changes of this magnitude require well-developed, workable plans. Given the existing state of municipal activities, the need clearly exists. The City is enthusiastic about committing staff time and energy to the expertise offered by the CAW Recycling Project in exchange for a comprehensive model community plan. That plan will be reviewed by a City Council open to recommendations which point to sound environmental policies. The attached letter from the Mayor of Chula Vista affirms the interest and hopes for this project. At the next scheduled meeting, the City Council has requested that a resolution representing the official commitment be brought before them. COMMUNITY VIEWS Letters of support from a broad base of the community and other interested agencies and organizations will be forthcoming, along with a resolution from the City Council. THE FUTURE In conclusion, the need for a program in our City does indeed exist and the City Council would be a willing partner. More importantly, the development of a comprehensive recycling plan in Chula Vista has tremendous potential for furthering recycling and waste reduction policies and programs throughout the County. The only complete program in the County currently existing was recently started by the City of San Diego. The award of this project to the City of Chula Vista could serve as a pilot project for the rest of the County. Using SANDAG as a coordinator and conduit, the plan could be adapted for the 18 remaining cities. This regional approach would share the information beyond the City and multiply the beneficial effects offered by the CAW Recycling Project. WPC 2358A -2- OFFICE OF THE MAYOR CJ]Y OF " EGORY R. I have been involved in the community and political life of Chula Vista for many years, both as an educator and as a City Council- man and as Mayor. I want to give Chula Vista the best quality of life that can be accomplished in a joint effort with government and the citizens. Although we are a city that has just started a recycling effort, I know from working with citizens and businesses, that we are just at the sunrise of enthusiasm for programs which can be used in our community. The citizen participation to date in clean-up efforts has been admirable and their desire for a cleaner and healthier Chula Vista can move in the direction of recycling with the professional help of your Recycling Project. A very keen awareness is found by citizens and industry alike in preserving our resources along our San Diego bayfront. Recycling efforts help to enhance the natural habitats of wildlife that enter our marshes and this is a heritage that we are seeking to maintain. My colleagues and I on the City Council have discussed and agreed upon other recycling efforts which can be the start of the pro- grams that would be offered by your Recycling Project. This sense of resource conservation is our support to future recycling choices and decisions which will also affect the quality of life in Chula Vista. I know the community will support us in our choices for re- cycling. Our commitment is tangible. We want to be a part of the future that is made possible by our planning today.
