To provide for the establishment of the Compensation Plan effective July 14, 1978 for the
Middle Management Employees of the City of Chula Vista for the Fiscal Year 1978-79, the
attached Summary of Salary Recommendations is submitted.
In most cases, a five percent (5%) salary increase is recommended for the period July 14,
1978 through May 31, 1979. On June 1, 1979 the majority of individual classifications
would receive an additional one-half percent (1/2%). Salary cost is therefore + 5.04% for
the budget period. Total compensation for the group has increased some 6 3/4% over the
previous fiscal year.
Two classifications are recommended for increases other than the above. These special
adjustments are necessary to maintain internal alignment between positions in a series
or bring a position into equity with similar positions.

to be incurred by the contract or agreement authorized by the
attached resolution can be incurred without the violation of any
of the provisions of the Charter of the City of Chula Vista, or
the Constitution or the laws of the State of California, that
sufficient monies have been appropriated for the purpose of said
contract, that sufficient monies to meet the obligations of the
contract are actually in the Treasury, or are anticipated to come
into the Treasury to the credit of the appropriation from which
the same are to be drawn, and that said monies now actually in

SUBJECT: Compensation plan - Deputy City Clerk
In computing the compensation package for Middle Management
personnel for FY1978-79, an inequity existed with the position
of Deputy City Clerk. Using the criteria for Middle Manage-
ment increases, the Deputy Clerk would receive $300 for the
period July 14 to December 31, 1978, 5% as of January 1979,
and an additional one-half percent on June 1, 1979 - which is
less than the regular classified employees will be receiving.
Considering the supervisory responsibilities and assignments
of the position of Deputy City Clerk and the fact that the
Deputy takes charge of the Clerk's office in the absence of
the City Clerk, it is recommended that an additional 2 1/2%
increase be allowed for this position, effective January 1,
1979, in order to bring it into parity on the salary schedule.
