SUBMITTED BY City Engineer via Director of Public Works i ~j ~, ITEM EXPLANATION (4/5TH'S VOTE REQUIRED YES N0~) The City of Chula Vista has budgeted funds ($44,000, SI-04) for the construction of Sanitary improvements to bypass the Rosebank sewer pump station. This sewer pump is located north of "D" Street and east of Second Avenue in the proposed Las Flores Improvement Act District. It is proposed that the City's main cross the future expansion of the KOA campgrounds to ultimately connect with the Spring Valley Sanitation District trunk. Kampgrounds Enterprises Inc. is proceeding with the expansion of its campground facilities located easterly of 3601 Edgemere Avenue (within the County of San Diego and downstream from the Rosebank sewer pump). In order to serve the new facilities with sewer improvements, they are planning to construct a 6" private sewer main. Staff has determined that if an 8" sewer main were constructed by Kampground Enterprises, it would not only service the campground facility but would, also, coordinate with our project for the Rosebank pump station bypass. Because Kampground Enterprises needs sewer service for their campground expansion and would need to construct a sewer facility to serve them, and because the City has designated their property as the future alignment for the Rosebank pump station bypass sewer line, Engineering staff and Kampground Enterprises, Inc. has prepared an agreement for Council approval which would include the following clauses: KAMPGROUND ENTERPRISES AGREES TO: 1. Preparation of preliminary and final design plans and specifi- cations for the construction of an 8" public sanitary sewer system. STAFF RECOMMENDATION 1. City approve agreement between Kampground Enterprises Inc. and the City of Chula Vista. 2. City Council authorize the expenditure of $4,055 from project "Rosebank Pump Station," Account Number 600-6000-SI04. Dedication to the City of a 10' wide easement for sewer purposes, necessary for construction and maintenance of the sewer facilities. 3. Construction of a 8" sanitary sewer main including manholes and necessary appurtenances as shown on the attached Exhibit A. 4. Obtain required permits from County of San Diego and/or City of Chula Vista. Engineering permits from City shall have no fee. 5. Pay all required sewer connection and sewer repayment fees. CITY OF CHULA VISTA AGREES TO: 1. Notify San Diego County by letter that an agreement has been reached between the City and Kampgrounds Enterprises Inc. for the construc- tion of sanitary sewer improvements. This letter is required by the County in order for them to issue permits for the construction of the expansion. 2. Request the County to withhold final inspection of applicable building permits until annexation is completed and all appropriate fees are paid by Kampgrounds Enterprises Inc. to the City. If annexation is not completed, Kampgrounds Enterprises, Inc. must contract with the City for sewer services prior to final inspection of applicable building permits. (KOA was required to annex to the City in order to receive sewer service. Should annexation to the City not be approved, then they would need to annex to the Spring Valley Sanitation District. The sewer would remain the City's and the Sanitation District would contract with the City to provide service to KOA. This condition merely indicates that they will not be allowed to use the sewer system until the annexation issue is settled.) 3. Reimburse Kampgrounds Enterprises Inc. the sum of $4,055.00. This amount has been calculated to be the difference in cost between the 8" and the 6" sewer line plus the cost of extending the 8" sewer line 180 feet to the campground property line and appurtenant structures. (See Exhibit B for a detailed cost estimate.) The 180 feet of additional sewer is beyond the responsibility of KOA to construct. It will, however, facilitate future construction of the sewer southerly to eliminate the Rosebank pump station. 4. Provide inspection and construction surveying of the work at no charge to Kampgrounds Enterprises Inc. A transparency is available for Council viewing.
