The bid was advertised in the Star News on November 29, 2010, and electronically on Planet Bids. Eleven (11) companies downloaded the information and four (4) submitted bids. Staff recommends that two bidders, Logans Marketing and California Commercial Asphalt be awarded the contracts. ENVIRONMENTAL REVIEW The Development Services Director has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that the activity is not a "Project" as defined under Section 15378 of the State CEQA Guidelines because the activity consists of a governmental administrative/fiscal activity which will not result in a physical impact on the environment. Therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA. Thus, no environmental review is necessary. DISCUSSION The Purchasing Agent bid the contract so that the contract could be awarded by item, groups of items, or as a lot, whichever was in the best interest of the City. Each bid was evaluated to determine which contractor was the lowest bidder. Original bid submittals are available in the Purchasing Agent's office. Staff s estimate was based upon average unit costs for similar items paid over the past year. A total of $425,268 has been budgeted for construction materials in Public Works for FY2010- 2011. The City of Chula Vista solicited written bids from qualified companies to provide asphalt concrete, aggregate base, ready mix concrete and other materials to Public Works for the period of January 1, 2011 through December 31, 2011, with the option of the City to extend the contract for five additional one (1) year option years beginning January 1, 2012 through December 31, 2016. DECISION MAKER CONFLICT Staff has reviewed the decision contemplated by this action and has determined that it is not site specific and consequently the 500 foot rule found in California Code of Regulations section 18704.2(a)(1) is not applicable to this decision. CURRENT FISCAL YEAR IMPACT A total of $425,268 has been budgeted for construction materials in Public Works for FY2010- 2011 for Street Maintenance ($277,262) and Wastewater Maintenance ($148,006). There is no 6-2 1/18/11, Item ~n Page 3 of 3 direct fiscal impact from approving this resolution in that funds expended for subsequent fiscal years will have been approved through the normal budget or appropriation process. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula Vista does hereby accept bids and award unit price agreements for ready mix concrete and other materials to Logans Marketing and asphalt concrete and aggregate base to California Commercial Asphalt and authorize the Purchasing Agent to renew the agreements for five (5) additional, one (1) year option periods in accordance with the terms and conditions of Request for Bid 6-10/11.
