(EDUCATION INCENTIVE PAY The Education Incentive Program in effect on June 30, 1975, shall continue only for those sworn officers employed on or before June 30, 1975, which is as follows: Base Salary Plus 2-1/2% PEACE OFFICER AGENT SERGEANT LIEUTENANT III. IV. V. V] AA AA BA/BS MASTERS Base Salary Plus 5% BA/BS BA/BS Those officers employed or reemployed on or after July 1, 1975, shall not be eligible to receive Education Incentive Pay. SICK LEAVE REIMBURSEMENT The City of Chula Vista will provide sick leave reimbursement for sworn members of the Police Department for the classifications of Peace Officer through Lieutenant as follows: Twenty-five percent ('L5%) payment for up to 120 days of unused sick leave will be made upon honorable separation. Accumulation of sick leave subject to pay will commence January 1, 1970. All sick leave accrued prior to January 1, 1970, will remain on the Officers sick leave balance and may be used as necessary. Maximum Accumulation - Effective January 2, 1979, all represented A• ear vacation accrual limitation. employees agree not to exceed the two (2) y B. Payback - All members of represented classifications earning three weeks or more vacation annually will have the option of selling five days (5) of said vacation back to the City. The accumulated vacation balance will be reduced accordingly. VACATION HEALTH INSURANCE The City will contribute the amount necessary to provide hospital/medical care benefits under the Travelers Comprehensive Plan for each employee and dependent. At the employee's option, an equal amount will be contributed to an approved Kaiser Plan. LONG TERM DISABILITY INSURANCE The City will pay the entire cost of an improved PORAC Long Term Disability Insurance coverage as follows: Maximum amount of monthly benefits will be $1,000. POA - ~Y 78-79 G, :- VII. VIII I UNIFORM ALLOWANCE A. Regular - An annual payment of $200 will be provided to members in this unit for the purchase and maintenance of regulation police uniforms. B. Supplemental - For Fiscal Year 1978-79, an additional payment of $500 will be paid on or about December 15, 1978. Prorated payments of $88.33 per month will be made to employees commencing or terminating employment between July 14, 1978 and December 28, 1978. CALLBACK The current callback provision will be modified from a three-hour minimum to a $20 bonus in addition to actual overtime worked. Callback shall be defined as any time a person is called back to work after he/she has left the work site and is required to return to work before the scheduled start of the next shift. On or before February 1, 1979, a comprehensive report will be submitted to the City Council which includes the initial cost and actuarial history of the 2% at 50 plan in comparable jurisdictions. The P.O.A. will have at least two weeks to provide written comments upon the report before the City Council instructs the City's negotiation team on the issue. The City Council has stated that one of the greatest obstacles to local participation is City expense. However, recent State legislation allows sharing of the increase in Employer Contribution. This development significantly improves the prospects of adopting the plan by this jurisdiction. As a result, the 2% at 50 plan will be a negotiable item in the Fiscal Year 1979-80 meet and confer process. STATEMENT ON 2% @ 50 SAFETY RETIREMENT PLAN PAYROLL DEDUCTION OF DUES The City of Chula Vista shall bill the Chula Vista Police Officers Association for costs incurred for dues deducted in behalf of the Association not to exceed $. 04 per member per pay period. . CONTINUATION OF EXISTING BENEFITS It is further understood and agreed that any other benefits and working conditions and the terms and conditions thereof presently in effect shall remain unchanged (except for amendments to the Civil Service Rules which liberalize employee benefits) unless and until said terms and conditions shall be modified as a result of meeting and conferring in good faith between the City and the Chula Vista Police Officers Association. . pqA FY 78-7~ Gr /-~~,.~ XII.
