The City Council indicated that the low bid wou d be accepted, and directed staff to prepare the necessary documents which would allow proceed ng with the project. It is therefore my DATION: That the City Council adopt resolution that will: 1. Amend the 1981-82 Capital Improvement budget to provide for this project. 2. Appropriate $515,115 from Special Capital Outlay Fund and $269,878 from the Residential Construction Tax Fund. 3. Transfer $16,257 from PD-09 (Golf Course Comfort Station project) to "Jimmy's-on-the-Green" Construction Fund. 4. Accept the low bid of $801,250 received from Ray Martin Construction; award contract; and authorize the Mayor to execute said contract. BOARDS DISCUSS ISSIONS RECOP~MENDATION: N.A. Bids ford this project were received and opened on December 8, 1981 as follows: Ray Martin Construction $ 801,250 (as amended) Raymond D. Haas & Sons 909,397 Gentosi Brothers, Incorporated 1,070,499 The bid of Ray Martin Construction, when originally received, was in the amount of $848,751 (still he low bid of those received) but was subsequently adjusted downward by $47,500 by the eneral contractor. The ren vation and enlargement of the restaurant facility consists of several components which i volve: (a) enlargement of the facility by approximately 7,000 square feet, which will pr vide banquet facilities and enlarged kitchen area to accommodate up to 200 persons; (b) com lete renovation of the entire exterior of the expanded facility; (c) rearrangement of the xisting parking areas on the west and south sides of the building to accommodate the ren vation and expansion; (d) construction of an adjacent rest room facility to accommo- date golfers and thereby eliminate the necessity for the golfer to utilize interior facilities; (e) con truction of a rectangular, three-sided structure to accommodate a series of self-se vice vending machines for the convenience and use of the golfer; (f) construction of three r st rooms within the remodeled facility, one in the Golfer's Lounge on the upper level, one on he lower level to accommodate the general public, and an employees' rest room and locker acility also on the upper level; (g) the remodeled facility will include (in addition to the anquet facility capable of accommodating up to 200 persons) a lunch and dinner area capable f accommodating up to 200 persons and a cocktail lounge capable of accommodating approxi ately 80 persons. continued Form A-11 (Rev. 11/79) Page 2, Item 15 Meeting Date 12/15/81 The inten ed lessee, Jimmy's Family of Fine Restaurants, Inc., will be providing at their cost fixt rization of the enlarged facility at a cost in excess of $300,000. roved by the City Council on July 7, 1981, providing A tentati a lease agreement was app for an in'tial lease term of 20 years Wcheveroislgreater.opInotheafina111ease agreement rental o $4,000 or 5% of the gross, wh which will be before the City Council at thetrofe~8m000 or~5%9of thetgrossthwhicheverfis the leas will reflect a minimum monthly ren greater. FINANCI IMPACT The tot 1 cost of this project is $801,250 but, upon its completion, it will return to the City in terms of lease payments a minimum of $96,000 per year. Based on this minimum rent, t e City's full cost would be amortized in slightly over eight years. It is anticipated, however that under the terms of the lease agreement wherein the operator will be responsible for pay ent of rent on the 5% of gross sales basis, the City should realize (in future years at leas ) a monthly rent in excess of the $8,000 minimum. Funds for this project will be derived from the following fund balances and will be carried as a loan from the City to the Golf Co rse fund.
