SUBMITT D BY: Director of Personn ~ (4/5ths Vote: Yes No )
The Ci currently has a contract with Duane Rogers, Personal Assistance Services,
to pro ide an Employee Assistance Program for City employees. The contract under
which his service is provided expired on 12-1~t-81. Therefore,,it is my
RECOMM NUATION: That Council extend the contract through June 30, 1982.
DISCUSSION: The Employee Assistance Program was first budgeted during the 1980-81
fiscal ear. The request for proposal and selection of a contractor took approximately
the fi st five months of the fiscal year. On 12-9-80, the City Council approved the
contrac with Duane Rogers fora period of one year ending on 12-14-81.
During he budget process for 1981-82, the Personnel Department provided for the
continu nce of the employee assistance program through June, 1982. Although the money
is avai able in the budget, it is necessary to extend the contract for an additional
period f six months to cover the rest of this fiscal year.
The con ract as currently drafted has proved to be adequate for administering the
program in conjunction with the original proposal submitted by Duane Rogers. A
simple ontinuation of this contract through the end of the fiscal year will be
suffici nt to maintain services at their current level.

assistance services at a higher rate than expected and results have been
ly positive, with 83% of those employees referred by supervisors improving

indicates that there is indeed a need and that the services provided by

tract will be renegotiated for 1982-83.
