allowing the Redevelopment Agency to place
Bayfront sign ,/o~Jn C,aty property

As a part of the Redevelopment Agency's Bayfront Sign Program,
the Community Development Department proposes to place
promotional signs at strategic locations along I-5 Freeway. One
location is the area within City owned property just east of the
I-5 freeway at "K" Street. It is my
RECOMMENDATION: That Council approve the subject encroachment
permit and authorize the City Engineer to issue same.
BOARD/COMMISSION RECOMMENDATION: The sign was approved by the Redevelopment
Agency on December 3, 1981.
DISCUSSION:
At its meeting on August 7, 1980, the Redevelopment Agency
adopted Resolution No. 253 adopting Negative Declaration IS-80-68
and the Bayfront Sign Program. The Environmental Review
Committee had determined that the sign program would have no
adverse impact and it issued a Negative Declaration.
One phase of the program is to place promotional signs which can
be seen from I-5 at several points. One such point is at "K"
Street for northbound traffic as "J" Street is considered a
gateway to the Bayfront area.
The Community Development Dept. has requested an encroachment
permit for a promotional sign within a vacated portion of the "K"
Street right-of-way. This site is currently a portion of a City
owned parcel of land abutting the easterly freeway right-of-way
line.
The sign is 20 feet wide and 10 feet high and is proposed to be
12 feet in overall height. The location of the sign would not
create a hazard or be detrimental to the welfare of the citizens
of Chula Vista. Therefore, I recommend approval of the subject
permit and authorize staff to issue it.
