II for Relocation and Appropriating Same

In Au ust 1980, the City pur~:hased a site across the street from the Civic Center
on "F' Street for the development of low- and moderate-income housing. Three house-
holds occupied the three units on the site. At the time of purchase, all of the
occup nts were eligible for relocation assistance according to HUD regulations.
There ore, it is my
RECOMMENDATION: That the Council
Appro~e the resolution appropriating and transferring funds for the purpose of relo-
catin the occupants of the "F" Street senior housing site.
/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUISSION:
Thre single-family houses currently occupy the housing site: 432, 436 and 438 "F"
Stre t. The families residing at 432 and 436 desire to remain until the site is
read for development. They will receive relocation assistance at the time they
move. The resident of 438 moved in August 1980, to a location in San Diego, and is
now ligible to receive a relocation assistance payment.
The aximum relocation assistance to which a tenant can be eligible consists of
$4 ,0 0 for rental assistance and $500 for moving expenses. The rental assistance
paym nt is calculated by taking the difference between rent prior to displacement
and he new rent, over a period of four years, with $4,000 as a maximum. Moving
expe ses are paid by a flat rate according to the size of the dwelling, or on an
actu 1 cost basis.
I re ommend that funds now be budgeted to pay the relocation benefits for all three
hous holds. The househpld displaced from 438 "F" Street is eligible for a maximum
d splaced tenant payment of $4,500,00. T expect that the other two households
will be eligible for similar maximum benefits. Therefore, $14,500 would be necessary
to c ver the total "F" Street relocation payments and the relocation consultants'
fee.
FINA CIAL IMPACT:
The mount of $10,015.39 is currently available but unappropriated in the 1980-81
Bloc Grant fund (fund #634). This is the result of rents paid to the City on
Focu Area property purchased with Block Grant funds. The additional $4,484.61 is
avai able in the Local Option account for transfer to the new relocation account
