tati n, Inc., and assign the contract to SCOOT.

this contract at its meeting on December 9, 1981.
DISCI~SSION:
For he past two years, the Transit budget has contained funds to purchase two small
pass nger buses. One bus would be placed in regular service on Route 706, the Down-
town r; the second bus would be used as a spare vehicle and also as a possible tri
to s pplement possible heavy demand on other routes. Although the purchase of theseper"
buses has been proposed for two years, I could not find a vehicle that met three basic
crit ria for our needs:
i. rovided sufficient capacity - a minimum of 20 passengers;
2. ost; and
3. erviceability - appeared to be constructed in a manner which would meet the
errands of fixed route bus service.
In th fall of 1980, the Transit Coordinator learned that a small passenger bus, called
the F xette, was being manufactured by Leisure Time Products, Inc., in Evergreen,
Alaba a, and distributed by Dickenson Sales, Anoka, Minnesota. The original Flxette
was i troduced in 1964 by the Flxible Corporation. Production of the Flxette stopped
in 19 5 but was begun again in 1980 under the ownership of Leisure Time Products, Inc.
The w stcoast distributor is Flagship Transportation, Inc. A representative of this
compa brought a vehicle to Chula Vista in February 1981. This vehicle was viewed by
mysel the Transit Coordinator and the Equipment Maintenance Superintendent. We
agreed that of all the small buses that the City had looked at over the past two years,
the F1 ette seemed to best meet the three criteria mentioned previously.
This s ecific Flxette model will seat 23 passengers plus one wheelchair passenger.
State aw requires that capital equipment purchased with Transportation Development
(TDA) unds be accessible to the handicapped. The Flxette utilizes a General Motors
Corpor tion (GMC) chassis and standard GM components; the engine is a six-cylinder
Isuzu iesel. The bus can be serviced, or parts obtained, at any local GMC dealer.
There lso is an Isuzu diesel service center in San Diego.

roposal forms were sent to four vendors known to either manufacture or distribute
passenger buses. One bid was received as follows:

The T ansit Coordinator and Purchasing Agent have reviewed the bid for compliance to
speci ications and find it acceptable. -Funds required for the two buses, including
sales tax are $99,618.80. Since a total of $98,600 is available in transit accounts to
finan a these two buses, the bid price, including tax, exceeded the budgeted amount by
$1,01 .80. However, we explained this situation to the vendor and we were able to
negot ate a lower unit price per bus in the amount of $46,480, a reduction of $510
from he original bid price. This unit price results in a total cost for the two buses,
inclu ing tax, of $98,537.60.

Sufficient funds are available to finance this project in the following manner:
