ITEM TITLE: Public hearing considering a request to
enforce the Traffic Code of the City of Chula
Vista and the California Vehicle Code on Villas
Drive and Villas Court, both private streets
a. Resolution 10109 Imposing rules and

contained in the Traffic Code of the City of Chula
Vista and the California Vehicle Code on Villas
Drive and Villas Court, private streets, in Chula
Vista Tract 80-21 Unit 2, Villas de Bonita

The developer of Chula Vista Tract 80-21 Unit 2, Villas de
Bonita has requested that the City enforce traffic regulations on
two private streets, Villas Drive and Villas Court. The
Municipal Code requires that a public hearing be conducted prior
to enforcing said codes. Notification of this public hearing has
been made in accordance with Section 15.32.070. It is my
RECOMMENDATION: That Council conduct the public hearing then
adopt the resolution authorizing the Police Department to enforce
provisions of the Traffic and Vehicle Codes upon Villas Drive and
Villas Court.
BOARD/COMMISSION: Not applicable.
DISCUSSION:
On September 22, 1981, Council approved the Final Map for Chula
Vista Tract 80-21 Unit 2, Villas de Bonita. The developer has
requested that the City enforce the Traffic Code of the City of
Chula Vista and the California Vehicle Code on private streets
within the subdivision. This request was made prior to approval
of the Final Map as required by conditions of approval of the
Final Map for the subdivision.
The Municipal Code requires that a public hearing be conducted
prior to the City enforcing said codes.
The Police Department has indicated that there is no objection to
this proposal.
Villas Drive and Villas Court were offered for dedication on the
Final Map and rejected. The Final Map included an easement for
public access over both private streets.

A plat is available for Council viewing.
FISCAL IMPACT: Minimal. In this situation, it is estimated that
no more than three responses per year would be involved.
